Atomic Habits is better for someone who wants to build habits as a beginner whereas The Power of Habit is for someone who already have decent habits in life but want to learn more about the Habit building process.

Atomic Habits is targeted to the individual, which is what most people are interested in.
Power of Habit is way different and talks about habits in general.
They are two different books on the same topic.
