How to find out if a dog breeder is legitimate

I was going to buy a puppy in Northern California. I spoke with the breeder and asked if I could visit the puppy. Then I was told the puppy was in Tennessee. Red flags went up and I’m looking for another breeder.

My pooch was from an accidental litter, mum looked gorgeous and dad was a lightskin staffie, all the babies were black lol best choice of my life and now I end up with a black cloud
