i got this achievement after first attempt of playing this game. I decided to bought gta iv after not playing it for 7-8 years and i was so fascinated with it I finished it in around 12 hours (in one day i played for 7-8 hours)
i wish i had got it the first time lol. i didn't know the achievement existed until it was too late, and i was too busy exploring LC to do any of the story missions lol.

Spam the crap out of the taxi cabs as much as possible, skip the rides, even during missions
i always forget taxis exist lol

Instead of disabling cpu cores, use DSR or resolution scaling (I forgot if they had that in gta iv pc tho)
i don't think DSR was in gta iv. also, i just did the cpu thing because reddit told me to lol.
