Fake out's Japanese name is "nekodamashi", it include “neko” (cat's Japanese) so most of cat pokemon like incineroar and mewostic can learn fake out, except meowscarada. As a magician, meowscarada should do better in "fake out", but Gamefreak didn't give that move
I think that might be a balancing thing. They don't want Meowscarada to be even better than it already is with the rest of its moveset, but they're perfectly fine with Incineroar being OP, so it gets to keep Fake Out.

I like to think that the Turtwig line missing Shell Smash without breeding is because they're a softshell turtle/tortoise. They get it as an egg move because they inherit a slightly tougher shell from their non-Torterra parent.
Every fire type final evo that learns Earth Power by level up has either a secondary rock, ground, or steel typing. I think ignoring that makes for a weak argument in favor of Typhlosion or Entei getting it.
The problem is that some moves are so specific that they don’t get a TM. So Gamefreak could easily forget to put a move that makes sense in the level up moveset.
I always thought that Illumise and Volbeat were done dirty by being made as pure bug types. While they're both the *Firefly Pokémon,* the name Volbeat likely comes from "volt" (referring to electricity) and "beat" (as in a wingbeat, or possibly from the word "beetle), and fireflies are also known as "lightningbugs". Pure Bug is a boring typing imo, and I always thought it would've made both of them better and differentiated their abilities from each other if Illumise was Bug/Fire, and Volbeat was Bug/Electric. And for good measure, change Volbeat to being the *Lightningbug Pokémon* for thematic purposes.
I normally don't do the "Leave a comment about X" thing but this time I actually DO have something to say. Illumise was actually the second Shiny pokemon I found ever. I was playing a completed save of Alpha Sapphire and debating resetting so I could play through the game again. I was just mindlessly hatching eggs on the Day Care route between Mauville and Verdanturf, and accidentally moved into the grass and got an encounter. I was grumbling audibly, and then I saw the shiny sparkles on Illumise.
Illumise is insane and is one of the most degenerate pokemon ever made. Prankster with Encore and Infestation is a horrific combination that can have you completely trapped and unable to use any useful moves. This and illumise can learn Roost and Moonlight for healing and hold a Grip Claw to keep the opponent trapped for 7 TURNS. Infestation deals 1/8th of the opponents HP to them. This GUARANTEES A KO against any pokemon without Leftovers as you can hit them with Infestation a few times to ensure a KO before they can switch out. It gets worse. You can run Rest or Substitute to avoid status conditions and in some generations, Illumise gets Aromatherapy. That's right, it can trap pokemon and guarantee KOs while curing your party. It can also throw out Thunderwaves. Yes, I've seen many trainers quit after they attempt to play around the conniving bug by sending in a counter, only for it to be crippled. You can fully invest in her bulk without any downsides in your offensive strategy, and this makes her a surprisingly resilient pokemon. While mono bug isn't known as a great defensive type, I've found the ground resistance to be a unique and great defensive strength of the type. Ghost and Dark types are her true enemies, as the former cannot be trapped by Infestation and the latter cannot be affected by her status moves. Though, a bug buzz variant can catch the Dark types off guard, and no ghost type enjoys Paralysis. Unfortunately, you have to forgo Infestation if you want to run both of these moves and still have access to healing. There are other ways to run Illumise. She has many support moves like Tailwind and Light Screen. She also gets giga drain for a niche offensive healing option. 🪲💜

The low amount of Pokemon that can learn Breaking Swipe (Wide Breaker in Japanese) is surprising me, especially some Pokemon with large tails, while other Pokemon with small tails can use it. For example... Druddigon cannot learn Breaking Swipe at all, while a mon with a smaller tail, Altaria can learn it. The odd thing is that Druddigon however, is able to learn Scale Shot...and talking about Scale Shot... why are Luvdisc/Alomomola for example able to learn it... but Bruxish is not (Even Wishiwashi can learn it).
I think it's surprising that Gliscor can't learn Leech Life after it was revealed to suck prey of its blood in Legends Arceus, Leech Life is described as a "Blood draining attack" and is named Suck Blood in Japan, so if they wanna make Gliscor a bloodsucker, it would make sense for it to learn Leech Life
