I feel like the caller is particularly annoyed by the brother lying about weather conditions and such in order to get some money, while the caller knows it's all crackhead bullsh#t because he's living in the same area. I'd say use your knowledge in your advantage. Don't tell him you're living nearby, but do tell him he's lying when you know he is. He won't understand how you know, but he will understand he cannot lie to you.
If you don't think the first thing a drug addict thinks when something odd like that happens isn't "this person is lying to me" you've never been an addict. All you do is lie and deceive people for your own pleasure it's pretty easy to see when usually honest people are trying to lie to you.

Been to 8 or 9 rehabs myself (in fairness, the first 8 i was forced to go to and told my parents that it wasn’t going to work until I was ready to quit drinking… when i was ready to get sober, it was the easiest thing i ever did-the hard part was convincing them to send me back to rehab. Because i needed those 30 days to detox and put some distance between myself and the drink/drugs). Coming up on six years, but I gotta say-this guys brother sounds so paint by numbers with his “the problem is… the problem is…” that I wouldn’t be surprised if (regardless of the guys addiction) he is the classic family scapegoat where all the family’s problems are put on the person with the substance issue because it’s very convenient to just point the finger at the problem instead of taking a look at yourself. This sounds like there’s a whole lot more to the story and this guys substance addiction than just putting down the crack. In my personal experience, the more time I get sober and come out of the “fog” so-to-speak, the harder it is to be around my family and listen to the bullshit that continues to go on that I was able to silence with substance abuse.

If the caller tells the brother he lives closer then the brother will use this to beg, steal, lie, etc. The drug addict brother WILL hurt the caller if he has to get a fix, and they always get into a situation where they have to hurt family to get a fix.
You have to get them clean very early on too. Eventually they just lose all sense of self-preservation and situational awareness. Meth and coke especially just absolutely fry your seretonin receptors, so much thats it's impossible for your brain to be organically happy. If he's in too deep he won't have enough wits about him to make a decision to get clean. Legally you can't even force them to get clean, until he gets caught doing something horrendous. California has been great at giving dangerous drug addicts more power and freedom too. It's like they want more of them. This is of course referring to somebody who does it all day and doesn't know how to practice moderation. I found with coke though, that moderation is a very fragile spot to exist in. There is a HUGE range of potential personalities here. And also its probably not actually crack, its probably meth, which is very affordable.
One hour is a big difference. One hour away and you become the guy that he calls if he gets locked up. One hour away means if he’s going through a period where he’s trying to get sober he’s gonna want to crash at your place. you’re available for any minor emergency. Which means every day of this dude’s life.
