Well, I think 'scam' is a more appropriate word than 'steal'. "Steal" implies that something was taken by force or was done while someone was caught unawares. "Scam" implies that some level of lying and deceit was pulled to get someone to give up something under false pretenses. Sliker lied about the circumstances to get people to give up their money out of their own free-will. You can't convince me that he thought he was going to pay 100% of that money back, assuming he had plans to do so in the first place (which he likely did not).

There's a big difference between "borrowing" and "stealing," although only doing the first half of the borrowing and ignoring the second half leads to the stealing part. Well, I think 'scam' is a more appropriate word than 'steal'. "Steal" implies that something was taken by force or was done while someone was caught unawares. "Scam" implies that some level of lying and deceit was pulled to get someone to give up something under false pretenses. Sliker lied about the circumstances to get people to give up their money out of their own free-will. You can't convince me that he thought he was going to pay 100% of that money back, assuming he had plans to do so in the first place (which he likely did not).
