Sometimes it's not the dub actors fault sometimes it's the trying to match the lip flaps with the script that you are given or sometimes the director just isn't getting the emotions right.
The first time I watched this scene in JP dub, I was also speechless. If I remember right, Tuxedo Mask also used English in JP dub, so just imagine my feeling seeing Santa turning into Tuxedo mask, wishing me Merry Christmas and happy New year in Japanese accent.
Right?? That’s the problem I have with watching the Crystal dubs, SPECIFICALLY Luna’s voice. She was the voice is wisdom and exasperation, and no one will ever compare.

I've found that 'no context' videos are just as enjoyale if they're about a show you have little to no knowledge about. That's the only way for the clips to be truly without context, and it's one of my new favorite pastimes. My knowledge about Sailor Moon is like 5 episodes and youtube videos that mention the show.
One of the first anime I watched when I was a 6 year old child. Its dark and somewhat complex plot mixed with its humor is what gave me a taste for midia above my age back then, and I think it's kinda what prepared me for stories such as "Madoka Magica", "Perfect Blue", etc...
The dialog was so corny but yah Serena's voice was so 90s. I didn't grow up with the DiC version though cause I lived in Southeast Asia at the time, but there is a certain charm to the North American 90s dub
