Sometimes it's not the dub actors fault sometimes it's the trying to match the lip flaps with the script that you are given or sometimes the director just isn't getting the emotions right.

The dialog was so corny but yah Serena's voice was so 90s. I didn't grow up with the DiC version though cause I lived in Southeast Asia at the time, but there is a certain charm to the North American 90s dub

Well, that was intentional. It's supposed to sound flirty in the Japanese dub too. This leads to a misunderstanding which is the plot of the episode. Also, Haruka basically flirts with every girl. xD
One of the first anime I watched when I was a 6 year old child. Its dark and somewhat complex plot mixed with its humor is what gave me a taste for midia above my age back then, and I think it's kinda what prepared me for stories such as "Madoka Magica", "Perfect Blue", etc...
I've found that 'no context' videos are just as enjoyale if they're about a show you have little to no knowledge about. That's the only way for the clips to be truly without context, and it's one of my new favorite pastimes. My knowledge about Sailor Moon is like 5 episodes and youtube videos that mention the show.
Okay I know the original dub is known for awful voice acting but the dude who said "now say cheeeeeese" did absolutely wonderful in matching the vibe and lip flaps. A better quality mic or better sound mixing and that would be perfection at it's finest.
