Borg Fleet were fleeing or engaging to battle and than picked up a Federation vessel far from home and were curious what it was about so did a quick scan than pressed on.
??? Ok got several problems with stuff in this scene. Why were Borg several light years away yet were "in visual range"? The Borg were in transwarp conduits, onroute to a destination, why did they drop out just to flex on Voyager? If they were in conduits how were they visible? Borg voices, "WE ARE THE BORG. ITS NOT LIKE WE STOPPED OUR FLEET JUST SO YOU COULD SEE US OR LIKE WE HAD ANY INTEREST IN YOU...BAKA!!" I guess Borg are tsundere now?
Yeah, um anyone think that if all the bears are running out of the forest and ignore your tasty ass that perhaps you might wanna make yourself scarce in a different direction???
Not to mention those evasive manoeuvers! Evading something that, by definition, you cannot see before it hits you (moving at 60 million times the speed of light while you're basically stationary and all)... are we sure Tom isn't a Q?
They were not 2.1 light years away. If you watch the video again , you will hear Tuvok state that the cubes were in visual range, which is not a distance of 2.1 light years away. Remember, Voyager had dropped out of warp, but the cubes had not.

"Subspace" radio, at Warp 9.9999, would take about 5 hours to cross that distance according to the best sources I could find (200000c). It's almost like nobody on the show had any idea how big a light year really is.
Not to mention those would have to be some extremely strong sensors. If we were looking at something 2.1 light years away we would see it as it was 2.1 years ago when the Borg cubes weren't there yet.
Even allowing for something like subspace radar that could 'detect' and 'visualize' the cubes, it would still take 15 minutes to detect something 5 light years away and another 15 for the signal to return to Voyager. This is where the show loses me sometimes - would it hurt to say they were a little bit closer, maybe 500 million km?
The "trans warp signatures" may indicate that they were travelling in trans warp rather than sub light. Sensors have range, not signal time, similar to how teleportation also have range, but not signal travel time.
Why would the cubes passing cause the ship to flop about? Also, evasive maneuvers? They were behind them and closing before the warp field failed. This scene would have been completely dreadful if it wasn't for the idea that the Borg were running from something.
The theory is that them passing by so fast would rock the ship by sheer mass combined with speed. But writers of scifi often tend to forget that that only happens in atmosphere

Hollywood tries to come up with a "strong woman" and settles on "waspish", then gives up and returns to its comfort zone with "big-titted alien hybrid in skintight suit." Ratings pick up.
So in all the vastness of space, the borg just happened to pass within a hundred metres of voyager. Just utterly ridiculous. This is why the voyager series was mostly shit.
