In Paldea, one of the teachers, Ms Tyme, sister of the Ghost leader Ryme, used to be a Rock type gym leader but stepped down to become a teacher.. and thus Paldea has 0 unused types
There's a pretty clear answer to your issues with the Hoenn Champion. Just make Wally the Champion. There's no question that the kid is deserving of the honour anyways. Also, I think it's amusing that you ended up making your Paldea rock leader's team basically just Tyme's. Could just have her not be retired as gym leader here. I'd say give her Sableye as her tera pokemon, since it's already associated with gems and is a ghost type(connecting her with Ryme.) It's also worth noting that the rock type being represented by a gym leader frees Geeta's terastalization up, allowing it to make more sense for her to use her ace first and using Kingambit as her tera, like she ended up doing in the indigo disk anyways.
A way to decide which Taurus he has is: If you choose a Grass starter, then he has Fire-Fighting Taurus. If you choose a Fire starter, then he has the Water-Fighting Taurus. And finally if you choose the Water starter, then he'll have the regular Fighting Taurus.
Koichi did not open an 'unofficial' gym next to Sabrina's. The Fighting type gym was the official gym before Sabrina defeated it with her psychic types. It literally tells you this in-game.

A little late to the party but a Normal Gym in Sinnoh would be great because there’s so many options. Like Lopunny, Ambipom, Lickilicky, Porygon-Z, Girafarig, Bibarel, Chatot, or Blissey. Plus too the gym could even be in Jubilife City or something and could be pretty fitting thematically.

You don’t have to beat Tyme to beat the game though. Minor oversight on our part, but that doesn’t change the choices we made
