On the page I'm currently working on, the artist drew stars to be colored. I wanted to learn how to color the ones she drew and make them look like they are shining. So, I colored up to the stars leaving about 1/4 inch blank around the star, I'll admit whole heartedly, I don't know what I'm doing, I don't know what to do next. Right now my stars and the 1/4th inch beyond the lines of the stars aren't colored. The blank stars are scattered on the page, some are on a rainbow on the page. So, do I color the star white and color the 1/4" around the star a little lighter, then go back in with a yellow over that or do I color the rainbow right up to the star lines then color the 1/4" inch around the star white/yellow over the color I colored the rainbow? I've explained it the best I could, I hope you can understand. Any suggestions will be greatly appreciated.
Prismacolor Premier Color Pencils are the best! I use them for the rich vibrant colors. They are easy to blend and layer. Most craft stores in the US sell them. You can also find them online.

Have you tried this technique using acrylic paint? Am wanting to paint on wood a bright star like pattern first than a Jesus or angel silhouette in the middle of the light or like a bright light behind the silhouette to give you a idea of what am trying to do. Thanks

For instance when you have used prismacolor pencils to color a diamant and you want to add some sparkles to it? Because I can imagine a white pencil won't do the trick ;-)
Thank you. That’s right you would need to use colors other than white...but the same technique should work. You can also use white paint on top of coloring pencils or crayons. It adds an extra sparkle.
Would it show if I did light colors in the background instead of black? I was thinking different pastels colors fading together, but I don't know if white will show. Thanks!
If you use a light background you will need to use colors like blue, yellow, purple or any color besides white for the star. After using color pencil, you can use white paint in the center of the colors to add the star sparkle.

You can! Just use other colors for the stars. After you use the other colors, try adding in white paint on top.
