I think the fact that Garp is known as the greatest hero despite the entire god valley incident being covered up is more a testament to the fact that he has done so much for the people that they accept that title without question even without his greatest feat. Truly amazing dog grandpa.
Well yeah it would be really weird for treasure to be Luffys silly face in other shows. Imagine Erin yager opening up a box under a dusty floor and finding a Luffy face... Attack on titan would be a very different show.
