Using the API login, yes. You can still use the manual Custom RTMP method though. You just need to create the stream and get the details. It's a little easier now as they have a persistent stream key that you can use. You can start a live update from Facebook page or use facebook.com/live/create
Currently, I press 'Stream' in vMix and I know that RUclips and Mixer and Twitch will all automatically start. But, I then have a Custom RTMP of Restream going out to Joicaster/Switchboard which runs my Facebook feed. Annoyingly I have to go to the Joicaster dashboard and tell it to start the broadcast. Could I get rid of Joicaster and use the Custom RTMP in Restream to go straight to the persistent stream key of Facebook without any manual configuration?

I think you if you have custom RTMP with FB you always need to start it from their side of things.
