They are using reclaimed metal from some source so they have to strip the existing plating, then degrease and acid etch to prepare the surface then plating and wash afterward. The spring looks like toxic cadmium plate (yellow color), hopefully it's actually chromate.

I don't think cadmium is harmful to the end user unless it's welded etc.- we had some fasteners for aerospace that were cadmium plated (required, no choice)- I don't recall any special handling. The plating chemicals accumulate in humans and are carcinogenic though.
