One of my dreams has always been that they wake up the Dragon and immediately huck him into the Warp. C'Tan feed on life and soul energy and the Chaos Gods (Nurgle and Slaanesh especially) are big ol' Soul sponges. Obviously it wouldn't do anything setting-changing. It'd just be hilarious to learn that Nurgle's garden now has a C'Tan rampaging around in it occasionally eating Daemons and Chaos Marines. A bit of "if you can screw up our dimension, we can screw up yours" revenge.
I think it's possible to do that. Chuck a tesseract vault into a warp rift and let man's go lose. I don't think it's said the Ctan can't enter the warp, just that they made technology to make it obsolete.

However their tech is still human based and the fact they do not try to invent new things keeps it that way.

The "Omnissiah" is the physical embodiment of the "Machine God" manifested to walk amongst us. It's kind of a Jesus/God situation. That difference, however, is kept strictly in-house because if the Ecclesiarchy found out the AdMech were *technically* praying to somebody not the Emperor, we'd have a potential second Heresy on our hands.

Dragon of Mars meanwhile hit the planet either 3~6 million before the war in heaven and before the c'tan even could have been made (god forbid their pokeball shard heresy) or 26 after (depending on which meteoric extinction event one ties the dragon to) and got wrangled by Big E during the first crusade, far too late for a already long awake C'tan and far too early compared to the return of SK.
It is very possible that GW's writers screwed up the timeline. It is way too thematically appropriate for a shard of the void dragon to be what kickstarted the belief in the machine god.
