It was easy to do in San Andreas. Just run into the back of the tow truck, driver would get out, take care of them, pick up truck and go rear end another tow truck. And they cycle continued. Also, tractors worked the same way in the game.

If they have a manual trans, they can just be left in neutral. And the ones with automatic transmissions are going so slowly that it wouldn't cause any harm especially if the engine was running
I think it was kinda funny ,to see a load of people crossing at the crosswalk as soon as it passed...kinda like they were just waiting for this extremely long wait to get to work. Great stuff,love big trucks.
