What he refers to as voice over is actually voice activation. It will automatically open the mic just by the sound of your voice.. if you go into menu option 3 and set it to off your radio should stop opening the mic automatically and only open when you press the PT, push-to-talk button. These aren't rechargeable but you can substitute them withones that are.

These mics keep keying up in their own. Any ideas why?

do you have VOX turned on? if so, sound will cause the radio to key up and transmit.
Try turning off VOX and see if that cures the problem.

When I scan and it stops does that mean that channel it stopped on has a channel with someone on it
Yes or there is noise on the channel.
Unless you have a privacy code entered. If a privacy code is entered it would mean that someone is talking.
