There are two types of Captain America in the comics. One is the embodiment of what America SHOULD be. Open, accepting, always down to fight for others, will knock the fuck out of a nazi. Got mad at the drug war. And then the other Cap is when X-Men writers get their hands on him and they make him a by the book Goverment lapdog.
I don't think Captain America in this show is as worst as he's usually portrayed in X-Men stories, like in AvX or something. Not showing up and causing violence in a foreign country, wearing the colors of your nation's flag is a reasonable justification imo. But yes, even with that excuse, the REAL Captain America would've still helped Rogue, even if he has to do it wearing civilian outfit...
It's almost like the entire point is that Cap (like Charles) does not fully care enough to do anything about anything unless he personally, or someone he personally knows, is affected by something or when their lack of action has bigger consequences than they thought because he has the privilege of not experiencing it😮
