Its possible the parents moved away after the child disappeared because it'd be to painful to stay in the same town where their child disappeared. after just 10 years the kid would surely be pronounced dead, in this commercials case its been about 30 years. after that time the parents faces could have changed(how much so depends on the person and other factors), so if the kid saw them they might not be recognizable. Also the parents more than likely think their kids either died or grew up so they'd probably imagine how their kid would look as an adult, and wouldn't look at a child now and say "that's definitely my kid."
