First off on your starter, the small post is not a relay, that is the start signal terminal, the flashing red light does not mean it has codes, it will always flash when the key is off, shows the vehicle is protected. Do NOT ever cut into the factory harness this is what crackheads do, if there is a bad ground or bad connector end, get the proper tools and if you have to, replace the entire wire. You cannot check the codes directly from the pcm, it has to go through the obd2 port, you dont have to crawl under the car to check the starter with a screwdriver simply pull the starter relay and jump pins 30 and 86 and if the starter is good, it will turn over.
I learned the old ways when I did this I couldn’t find any information On an easy way to do anything to this car & the tools I got is what I go I am not a mechanic
I redid all the battery wires inline fuse new grounds cleaned the grounds new Alternator New 1040 cold cranking amp battery, have cleaned sanded down the grounds. AND THE BATTERY LIGHT WILL NOT GO AWAY!!! Only thing I havent checked was the starter area so and ideas or comments?

@soldierkidd85 what if the car won’t connect at the ob2 port
@@JiggyJeff1 then you will need to find out why you do not have power to the obd port, most generally a blown fuse
Thank you I needed to know which bolts on the starter I needed to connect together to jump it to test my town car
