Pro Tip:
Don't touch the PCB until you've checked the caps for voltage.
I was debating if I should disassemble my psu and clean it, especially after so many people treating that procedure like a death sentence. The constant "YOU WILL DIE" replies held no weight. After draining my psu by disconnecting the cable and holding power button for 30-40 seconds it was super safe to clean with a brush and vacuum cleaner. Thanks for confirming this process isn't dangerous.

You remind me of my industrial electronics teacher.
He unplugged his laptop charger in class and removed the psu bit so it was only the AC wire connected to the wall socket.
Stuck in a multimeter and showed us the voltage. He also taught us how to discharge a capacitor (short it), though not a fan of that method.
On a PC you can just turn it of, unplug from AC and turn it off.
It will drain the remaining charge from the capacitors. As shown in the video, there will be a little bit left, but it won't hurt you.
But it is good practice to check it with the multimeter. We were taught to start with the highest rating and go down if you don't know the specs of the component you are measuring.

I thought about not cleaning the PSU on my Compaq Deskpro EN. But the 24 years of dust and grime swiftly convinced me otherwise.

@@Sharkiar Yes it safe if as long as you left it unplugged from the wall but still connected to the motherboard, the standby circuit of the motherboard will drain the capacitors.
