I'm not sure why your webserver instances got elastic IP addresses. Just to show that if you access them directly by IP they respond? My understanding is that as long as ELB gets public IP address by itself you can use private IPs for you webservers. YOu do not need to waste Elastic IPs on them. Right? Or I'm missing something here?

Can load balancing across regions be done using ALB using IP as targets?
