The hem crease is generally no different to any other fabric fold, so the same method should work. Washing the pants (if possible) can also help, in case there is starch or sizing helping keep the hem in place. If the pants have been worn previously, you may have an issue with fading or wear on the crease, making it look like the crease is still there, when it actually isn't. There isn't much you can do about that, unfortunately.
I've never had an issue with vinegar affecting the fabric colour. It can be used to set some dyes (although not those used in cotton fabric these days). If you are concerned about a particular fabric, it's always a good idea to test on a small piece of fabric.

I don't think the vinegar would react with the fabric, but may leave an odour. I'd sponge/dab a bit of water on afterwards to try to get rid of any residual vinegar if I didn't want to wash the piece.
Satin is tricky as water can stain it. I would try ironing it on a low temperature setting (silk) on the wrong side, with a pressing cloth (or a piece of cotton fabric like a tea towel) over the top. I'd use steam (if your iron can produce steam at lower temperature without drips) or give the pressing cloth a very light spray of water. And test first in an inconspicuous corner.

Hi what about when the you steam the crease, and it smoothens but leaves a stained line?
It may be that the fabric has faded along the crease, and there's not much you can do about that. 😔

I wouldn't put anything other than water in a steam iron. Putting vinegar in would cause a build up of salts in your iron.
