the "where specifically permitted" is a thing in the mountains. they have pull off spots for accident inspection cause the roads are often really narrow.
I’ve also seen it on the interstate through the desert in AZ, where there are signs every few hundred feet with instructions for what to do in a dust storm (which includes stopping)

I went to a drivers ed taught by cops and it was the most relaxed thing ever. Most the time we'd rush through the boring stuff since it was all common knowledge then watch RUclips driving fails. During one of my drive tests the instructor started showing me bows on his phone while I was driving cause we started talking about hunting and the same guy later told me to slow down so he could watch an airplane go overhead
Of course literally no-one knew what a 'house coat ' was. That's a dressing gown/bath robe, my guys. Where I'm from, you'd be made fun of if you said house coat lmao

It would also mean rural highways that have stop lights on them. When rural cross streets are used often enough to require a safe turning area.
