How do I find measurements for a 3-4 month old

I would like to know if I need to add 1 or 1.5 centimeter for seams
Can u tell me please the width of the elastic i kno the length is 25 cm if i remember correctly and btw do i need to add 1 cm i always add it just checking and if i wanted to size up to 2years and 3 n 4:where do i add iif u have a pdf or something i ll be really GREATFUL cause i made one for my niece and ppl loved it and ask me to sew for them too god bless u am really thankful
Please can you help me understand the lay out of this pattern. I cut the front based on the middle pattern piece of 22cmx23cm on the fold. But then the front pattern piece on the left 15cmx13cm is a different measurement and according to your video I need two of that piece. Can you please give me some guidance?
