It's possible that Ghetsis caught a low level Hydreigon in the wild. Maybe he forced his to evolve early, or maybe it hatched as a Hydreigon, which I think is possible in some Pokémon stuff.
PurpleTeam Pyrostrike, right, but Reshiram can only learn Blue Flare through leveling up. Even in Sword and Shield, it can't learn that move at the level that it is at in this battle.
There is actually a pretty dark theory about Hydragon Level 52: He forced it to evolve , which is why in BW it knows Maxed out- frusteration and ripped Ghtesis's arm off.

(I can't seem to reply to your newest comment so I'm sending it on here) Which dragon Ghetsis uses is only based on which version of Ultra Sun/Moon you're playing. If you're playing Ultra Sun he uses Zekrom, and if you're playing Ultra Moon he uses Reshiram instead. You can see something similar happen with Cyrus and Lysandre's teams; the Legendary they throw at you is different depending on what version you play. So in Ghetsis' case, when he uses Zekrom, you're meant to assume this is Ghetsis from a world where N woke up Zekrom, and if he uses Reshiram, this is Ghetsis from a world where N woke up Reshiram. (Since Ghetsis is from an alternate world where his plans succeeded, chances are N woke up one of the dragons, defeated whoever had the opposing dragon... but then got offed by Ghetsis bc he was no longer a useful pawn, allowing the latter to swoop in and steal all his stuff... including his dragon.)

Akemi Dawn Ghetsis is a lot more powerful than Lysandre.His Hydreigon is still giving me nightmares.I recommend you to try out gen 5 at least on emulator.It might be a little boring at start,but then it gets interesting.

In black and white two Colress states that Ghetsis is an old colleague of his. So that's how I'm pretty sure BW Ghetsis knows Colress. Implus, SOMEONE had to help with the creation of the weaponized Genesect.

Also, I REALLY hate how much BS Ghetsis seems to pull every time we meet him in battle. First time we fight in B/W, Hydraigan at level 48, THAT POKEMON ISN'T SUPPOSED TO EVOLVE UNTIL LEVEL SIXTY-FREAKING-FOUR! Second time we fight him, he uses Kyurem to absorb Reshiram. Again, total BS how he robs us of one of the most useful tools we have available against him. And now THIS?! He actually HAS Reshiram, and it knows Blue Flare!!! It isn't supposed to know that unless it's max level at 100!!!!

It's possible that Ghetsis caught a low level Hydreigon in the wild. Maybe he forced his to evolve early, or maybe it hatched as a Hydreigon, which I think is possible in some Pokémon stuff.
PurpleTeam Pyrostrike, right, but Reshiram can only learn Blue Flare through leveling up. Even in Sword and Shield, it can't learn that move at the level that it is at in this battle.
There is actually a pretty dark theory about Hydragon Level 52:
He forced it to evolve , which is why in BW it knows Maxed out- frusteration and ripped Ghtesis's arm off.

I agree; Eelektross should've been used instead of Boufallant. I kept expecting him to send it out eventually, so I was confused when he never sent it out.
I think maybe the people at Game Freak wanted Ghetsis to be really like his Black and White self, because Bisharp and Bouffalant got replaced with Drapion and Toxicroak in Black 2 and White 2. Also, I think they wanted each team leader to have up to five Pokémon.

It’s the reason why even after Lusamine was redeemed I still felt “eh” to her.

By having this, that black 2 and white 2 era never happened, since there were no need for a back up plan of using kyruem as a weapon. Also ghetsis is whering is black and white outfit so this meant he is from the time of black and white.

Which dragon Ghetsis uses is only based on which version of Ultra Sun/Moon you're playing. If you're playing Ultra Sun he uses Zekrom, and if you're playing Ultra Moon he uses Reshiram instead. You can see something similar happen with Cyrus and Lysandre's teams; the Legendary they throw at you is different depending on what version you play.
So in Ghetsis' case, when he uses Zekrom, you're meant to assume this is Ghetsis from a world where N woke up Zekrom, and if he uses Reshiram, this is Ghetsis from a world where N woke up Reshiram. (Since Ghetsis is from an alternate world where his plans succeeded, chances are N woke up one of the dragons, defeated whoever had the opposing dragon... but then got offed by Ghetsis bc he was no longer a useful pawn, allowing the latter to swoop in and steal all his stuff... including his dragon.)

Ghetsis. The best Pokémon villain of all time. With a goal of forming the world he wishes, a world where he is a god. Where he rules completely. I believe Ghetsis’s reasons for this are a lack of control throughout his life. He needs control to calm him down, and he turns to complete control. Unlike Cyrus or Rose, my other two favorite villains, Ghetsis will stop at literally nothing to achieve his goals, even murdering people is nothing to him. Ghetsis also committed legitimate terrorism and even tried to kill Lily, he believes he’s the ultimate being.
