The lights are old RV type light fixture. You could be able to find replacement and convert them to LED yourself. If finding a electrical panel which fit is proven difficult, you may be able to change all the switches for new one and use a P-Touch for labeling. The splicing device is a quick fix solution from the car aftermarket industry. As you said better than wire nut ( which have no place on a boat ) but not a true marine solution. Keep posting.
