not entirely, a cooling tower works by a few things, one of the main ones being water passing through meshes (known as fill), the water is still really hot, so it gets nice and humid in the stack above, making the air more buoyant, which helps to pill air through the bottom, then up and out of the stack, which cools the water through evaporation that is just one of the many ways of cooling though, there is also reservoir cooling, and mechanical cooling (in climates where draft is not suitable) the water does two things in a reactor, cool the core, and spin a turbine that turbine generates power, and if the core runs out of cooling, bad things can happen (modern tech stops that before it happens)

Reminder, nuclear power should not be the only power source you use, in case of generator failure, there should be a power source avaliable to run the critical components like cooling until the reactor is shut down fully. Keep the steam generator
