Back in the early 90's, I knew a guy who only had to light one cigarette, because he would just use the smoking butt to light his next one. Most of the smokers I knew were two to three pack a day smokers. Of course, they were all able to get hooked in their early teens because cigarette machines were everywhere and they didn't card. Also, it was possible when I was a kid to run to the store to pick up packs for adults.
If you could smoke at work at your workstation, which you could in many offices/factories etc then, it's easy to see how someone could smoke 2-3 packs a day. It's not like today when you went outside for a smoke once an hour or so.
