The saddest part is that none of this needed to happen. Billy already got his fame, his money and celebrity from the fake records. Getting banned and exposed for cheating was a blow, but it wasn't the end of the world. He could have just lied and retired from public, getting away with all the lies and crime. But no, his ego couldn't take it and he just had to go and try to ruin innocent people's lives. He just had to commit multiple actual crimes in the process. Now it's too late....

There are also tons of people of all ages, from all over the world, who support and believe Elon Musk, who loves to lie and spread conspiracy theories, regardless of how easy they are to debunk. So, as much as I hate to say it, it's just as easy to lie today as it was 40 years ago. As an american with a passing (IANAL) understanding of the state of the law, perjury in the US is rarely prosecuted, and jail time is employed even less. So while it could land billy in jail, it’s more likely to just cost him more on damages. Just to keep expectations managed.

But when your ask someone else to also commit perjury, I do think that might raise the stakes a little, particularly if there's also a money angle. Honestly, at this point we’re all more pissed off about the lawsuits, the lying, and this loser clinging to an ancient record for any scrap of fame and meaning than the cheating that set it off; it’s not the crime, it’s the coverup.
§ In a nutshell, arcade plays require a video and showing everything inside the machine is normal, while MAME records also require submitting an input file and some other stuff to show you used the right version and didn’t use cheats or savestates. Since the tapes of his records were allegedly on arcade but showed artifacts unique to MAME, he had to have disguised his MAME play, suggesting he was doing so to hide the usage of savestates and such.

If I can give you one advice is: build a timeline of your financial recovery, how much money you're making and spending each month and how much of your debt you'll be able to pay each month. Take this moment to examine and cut any cost you can without making you and your family miserable, be creative. Open your mind to making more money by working more, maybe two jobs or maybe start freelancing in something well paid that you have the skills to do. Make sure to inform all of your relevant friends and all of your relevant family about your financial situation, so they will not only understand but also maybe even help you make or save money. You're not alone in this, you got this.

These last tips are very personal and I don't know if they'll apply to you:
      1) Do you have a dream? I didn't, but I found one and decided I'll reach it in a span of three years. It helps me to find meaning in all of the hard work and hardships. For me is that I will become the professional I always dreamed of being. I will do anything to reach it (that is except spending money at least for the next 9 months) and I will reach it.
      2) If you're religious, get closer to God. That doesn't mean necessairly going more to church, it's more opening your heart to Him and understanding He loves you, He cares about you and He will be with you through the crisis if you invite Him.

I was thinking the same thing. I bet he believes a lot of the stuff he says, even when it's demonstrably false. Like, in this case, he didn't "help" with the tests, he was just playing the game and the tests were happening, and his unrelated actions just happened to help the tests, which he knew were happening, but he still was just playing a game. It takes some impressive mental gymnastics on his part to deny that equates to helping, but I think he believes it.

This statement is the one excerpt that is sort of true in his myriad of strange word-salad. Billy (presumably) did not design the test, he did not setup any equipment, and (probably) did not collect or analyze any data. He is just playing the game. Now, the fact that game being played is integral to the test makes it seem strange. But when an individual participates in, e.g., a clinical trial, they are a participant, but "help" doesn't really seem to convey what such an individual is doing.
The problem is the lack of specificity of the word "help" in relation to a test. For an individual like Billy, I suspect he jumped on it because it helped with the narrative and was an attempt to recover from previous statements; it was just part of the ongoing dissembling. But from a legal perspective -- where parsing language can be extremely important (think of cases where the position of a comma has had significant impact on case) -- using the word "help" in this context was not precise.
Another example, websites do A/B testing all the time. Is one "helping" them by selecting a particular link? One is browsing; the fact that data is being collected to refine some process is incidental to the behavior of the individual.
While it is a funny trap around the word "test" and "help", and Billy's mangled use of "helping" was strange, I think there is a philosophy of science and linguistic argument that "help" was insufficiently precise in the question. From a lay perspective it is very humorous and frankly fits with the whole approach of Billy of saying one thing and then saying the opposite: "I'm not helping; but if it helps him, I'm happy to help."

So it's not so much that he keeps lying, it's more like he's telling his own truth.
