The side zips are also made specifically for LE and open carry. You can unzip it to expose the holster and gun and snap behind the holster/firearm. That way the jacket doesn’t have to be draped over the gun at all. You can have the jack on fully zipped, and the gun is 100% exposed and ready to go. No moving the jacket at all. Just a straight draw. Coming from LEO...
The side zip is also useful for a belt holster on a duty belt or something. You can unzip it just enough for the holster to come through, then button the bottom closed.
The velcro on the back is for a sheriff/police/ EMT identification velcro plate. Like you said the jacket is geared towards Frontline workers. Some departments issued them as rain gear... Great jacket.

I bought the Outdoor Research Foray jacket for the same style side zippers. Wish I could afford the Vertx for all the obvious reasons but I'm happy with the Foray. The Foray was only $80, plus its packable into the chest pocket and the main zipper can zip up from the bottom too. Oh, the Velcro inside the back zipper is for a police identifier panel that works like the badge holder. I have a 5.11 shell with it.
The OR Foray is superior in every way … I believe they have always been gore-tex. Also, the idea that that forward 'zip away' is practical under stress as demonstrated @6:55 is silly.
Those side zippers obviously have other benefits but they're intended so you can wrap it around a duty holster and then button it below the holster. Just FYI

It's even in the product description of this specific jacket. Just like the panels he was unsure of and the empty back portion with velcro- those are for nameplates, for law enforcement, first responders etc. Long side zips are for increased mobility but the reason it has a button on it is to lock around the bottom of a holster. Nearly every issued LE jacket has these. Try again.

A nice jacket to be sure-but to sell this as waterproof is false.Water resistant,maybe-not waterproof.I had one and after two hours in the rain I was soaked through.The only waterproof fabric on the market is Gore Tex.Anyone who tries to sell their latest and greatest-it just plain ain’t the truth.I have worn Gore Tex dry suits in the service of our country-and stayed totally dry,and on wind and snow swept ridges at 10K plus in Afghanistan I was dry with Gore Tex-no other fabric will take the place of it.

The vent in the rear is to put a large velcro patch identifier such as Police, FBI, ATF, DEA. Great video of keep up the good work.

Also the back neck snap is for WT mic management if you run the wire across your back. Keeps the mic from dropping down the back of your jacket.

My jacket came with a little pouch that is attached to that velcro in the back. I assume it's to put the hoodie in if you ever remove it.

I believe it's an ID panel holder to compliment the badge holder. The panel can be deployed to identify yourself as POLICE, SECURITY. FIRE etc
