      He's not that good though he doesn't do anything but fail. Batman is never is a Gotham full of fear toxic in a batgasmask trying to fix the chaos because scarecrow is to small time to effect anything like the joker.. how ever bane from the batman movies dose have some potential it's quickly thrown away an replaced with "I'm a stupid brute" the coolest villain is freeze but again he never freezes all of Gotham he always fails.

    I think Bane is Batman’s true equal and is deserving to be considered his greatest enemy, even with Joker.
    I also think Scarecrow, while not as much of a threat as Joker or Bane, is seriously underutilized and deserves more time in the spotlight.

    Killer Croc was originally not just some dumb brute, but a troubled man whom was relatively intelligent, also the ONLY villain to actually nearly kill Batman in BTAS. Honestly, BTAS Croc is underrated.

      @@billybobbyjoe9352 been rewatching that show and the last episode I watched was the croc intro episode. I think that’s my favorite version. He’s strong, cunning, skilled in martial arts, has a great design, and the southern accent is the cherry on top. He’s definitely my personal favorite version of the character.

    7:56 Except for Arkham Origins. That's the best and most accurate adaptation of Bane.

    Mr. Freeze has one of, if not the best, reasons for villainy out of all villains. When he is written right, his actions are both terrifying and heartbreaking. I love him to bits but he's so underutilized

    Keep in mind that a lot of batmans best storylines have little to no joker at all. Knightfall, Zurr en Arh, Court of Owls, Hush, Gotham by Gaslight, Long Halloween, Year One, Serious House on Serious Earth, and Dark Knight Returns. It's just that stupid movie studios and execs think Joker HAS to be involved in everything because he's so iconic

    Bane is my Favorite villain, I hate the fact most media treat him like a idiot even though he is incredibly intelligent and he also has a tragic origin

      Agree a million percent bro. Bane is physically greater than Batman in every aspect and physically in the top 3 if not #1 of his strongest villains. Not to mention his brilliant tactical mind that is nearly just as great as Batman. Ppl seem to forget Bane was the 1st villain to truly beat the Batman.

    Literally most of Batman’s rogues gallery are so interesting besides Harley and joker.
    Bane introduction in Batman origin was legendary it was literally the best representation of bane they ever did.

    By far the most underrated batman villian is two face
    Just the idea of a young attorney that is gotham's brigthest beacon turning into a mob cause of trauma is amazing. My seccond favaroite is riddler

      I hated how The Dark Knight was so close to making a really damn good adaptation of the character.
      But instead of saving him for the third movie or something they just decided to speedrun the rest of his story in a not so interesting climax.
      They were so close.

    Manbat is my favourite Batman villain and on leather wings will forever be my favourite animated series episode, I love the horror element and the idea of an essentially bestial version of Batman who doesn’t rely on gadgets but is a literal giant bat man

    Ras Al Ghul challenges him physically, mentally, and spiritually/ideologically. Plus in some iterations he’s one of Bruce’s former mentors when he’s training to become Batman. It makes more since for him to be his archenemies.

    To be honest, nowadays Joker isn't even in my top 5. Riddler, Two-Face, Scarecrow, Penguin, Hugo Strange, Mr Freeze, Mad Hatter, I much prefer those guys

      With "the brave and the bold" movie being directed by the guy who directed "it" parts one and two. I think Mad Hatter, Professor Pyg, or Scarecrow would be perfect. Especially because we haven't really gotten a more terrifying Batman movie and I think that would be really cool. If they want to emphasize the fantastical aspect of Batman for his first movie because that is what this universe will be like according to James Gunn, then Hugo Strange could also work to be more scary, especially if we see his lab with disturbing creatures and people in it. But I would prefer to see a suspenseful or horror Batman movie with Scarecrow, Mad Hatter, or Pyg.

    My all-time favourite Batman villain is the Riddler. I absolutely love Edward Nigma and his immense hubris and gigantic ego and my favourite run with the character is during Paul Dini's run when he was a private investor. My absolute favourite adaptation of the Riddler is without question the Riddler from the Batman Arkham games voiced by Wally Wingert. Those games have the best depiction of The Riddler outside the comics. Wally who voiced the character in all 4 games always delivered such an incredible performance that always managed to perfectly capture Riddler's obsessive personality, massive ego and superiority complex. His voice embodies everything I think the Riddler should be. He's pompous, self-absorbed, has a massive superiority complex and is literally unable to stop his compulsive riddling. It's Wally's voice I hear in my head when I read comics with Riddler.

      I really like the Riddler. I feel like "The Batman" didn't do him complete justice.
      The riddles were all or almost all solved almost instantly which made Riddler feel much less like an equal mentally to Batman.
      Then when Batman went to see Edward in prison all we got was a screaming and whining Riddler.
      It was a good movie but it wasn't as good as it could have been.
      Not saying that they should do this story but I liked the riddles in the Batman animated series. The episode where Riddler is reformed and his riddles are like 'Those are things of the past, ancient history long gone, I'm a new man' and the next day an antique store called "Newman's" was robbed. It was really smart.

      That is the crazy thing about the Schumacher villains. All got guys who could have played the parts well but instead they all were variations of The Joker. Especially Two-Face and Riddler.

    Hands down poison ivy even though her character doesn’t have that much depth she has this aura and demeanor that’s just draws me in and her power is so unique and probably the best out of any Gotham Villains

    My own "Darling" is Scarecrow. Crane's honestly not often used as a character, but as a plot device (having his fear gas take up all of his personality) and I hope we get more stories that explore him more as an actual villain. One thing I really like about Arkham Knight is how they handled Scarecrow himself. Also, speaking of the Arkham games, though the main trilogy really did Bane no justice, Origins however, Origins has one of the best depictions of Bane, from where I stand.

      The greatest sin of Arkham Knight was building up Scarecrow’s master plan for 3 games . . . . just to sideline him for yet another boring Joker plot (despite Joker being dead).

      @@Linklex7 absolutely. Jokers not even the only one they sidelined him for. They sidelined Scarecrow for the Arkham Knight, which people called the reveal for before the game even released. The game should’ve been a Scarecrow centric story

    My favorite Batman villain is Deathstroke. All the tactical and skills of Batman with the ability to kill.. "You trained yourself to fight, I've trained myself to kill!"

      Deathstroke isn't a Batman villain. They tend to clash from time to time, but he's essentially a Teen Titans villain, more specifically Nightwing's nemesis.

      @matthewschwartz6607 not since the Batman vs Deathstroke story arc, which if he knows Damien is Robin then it wouldn't be too much of a stretch to figure out who Batman is. He might know and play dumb or not care (like Gordon did). It's been a minute since I had time to read so he might know now.

    A one off villain from TAS called Mary Louise Dahl AKA Baby Doll. was great. this girl which had a condition where she was stuck in the body of a child. and used to be a child actress who fell out of popularity.
    and how in the end batman didn't just beat her up with sympathized with her. understanding that despite her criminal acts. she is just as much a victim.
    it was a beautiful short story. reminiscent of when he sat with Ace during her final moments. i love when Batman is humanized like this. rather than some dude who just solves things with fists all the time.

    Bane is a great physical and mental challenge for Batman, especially in origins.
    Mr Freeze is a great emotional villain who you sympathise with while still understanding he goes to far.
    While not technically a Batman villain, I do really like Deathstroke as he is essentially a more brutal Batman and is a fun physical foil to accompany a mental foe like Penguin, Black Mask or Hugo Strange.
    Personally though, Scarecrow is top tier and would love to see him in the new Batman movies

    Worst case of Joker overexposure was War of Jokes and Riddles, where even the other Rogues seemed to concede that Joker was better than them. And I don't see Deathstroke or Bane ever making such a concession

    Mine is Scarecrow. He usually has my favorite designs in Batman (my favorite design being from the Fear State Saga), I love his utter fascination with Batman due to him also using fear as a weapon, I think the Fear Toxin is awesome, and I like how he’s pathetic.
    I also love how in Blackest Night he gets the Yellow Lantern Ring, and I really wish he got to use it more.

    I'd say Mr. Bloom is a character who could really benefit being slotted into the Beyond Era to buff up Terry's end of the Rogue's Gallery.

    Haven’t seen a lot of the Riddler, riddler is pretty good as a concept. He really tests out Batman’s intellect since he’s supposedly the worlds “greatest detective”.

      Riddler is a smart character, so the writer needs to be just as, if not more smart and clever in order to utilize him to his fullest potential. That’s why he is just the funny collectibles guy in most mediums

    Batman, Superman, & Spider-Man definitely have the top 3 rogue galaries. In terms of performances it's hard to beat: Mark Hamill, Ledger, DiMaggio, & Phoenix. DiMaggio did Red Hood Joker. I never even heard of White Rabbit but I would think she'd be a Teen Titans villain or she'd be working for Mad Hatter. I'd go with Harley as my 2nd favorite Batman villain then Mr. Freeze with Joker as #1

    Professor Pyg is so under utilized. He's a disturbing and horrifying villain fueled by a deranged obsession with perfection and also has a touch of real world serial killers in him (with the sexual violence/ sexually motivated behavior, the way he seems constantly in some sort of disturbed world of his own, etc.), even Joker himself had to comment on Professor Pyg's insanity.

    My favorite Batman villain has always been Scarecrow. The visuals made from his fear toxin in all the media he’s in looks amazing. Clayface is my second fav and I’d love to see those two team up in a movie

    I love Batman Arkham Knight Riddler. this Riddler is not The Riddler but he is my favorite.

    Mr Bloom is one of my favorites, and just so you know he _has_ been used again recently, he was pretty much the main villain in the 12 issues miniseries *"Task Force Z"* which ran a couple years ago.
    It might be important to note that there are 2 Mr Bloom...
    1) the nameless one who fought Jim Gordon and then ended up on Jason Todd's "Task Force Z"
    2) Daryl Gutierrez, the first Mr Bloom who is mainly a Duke Thomas (aka the Signal) rogue, and who came back in the excellent *"All-Star Batman"* when Duke's metahuman powers awoke.
    The main difference between the 2 Blooms is that Daryl Gutierrez can manipulate living tissues (so for most of the "Task Force Z" run, we fought it was him, since, well, I won't spoil it since this is such a good run so give it a shot please!) while the other Mr Bloom has more "generic" powers, being able to manipulate electricity, become gigantic, turn his fingers into spears, etc etc...
    My other favorites Batman rogues are (in no particular order) Black Mask, Philo Zeiss, Onomatopoeia, Victor Zsasz, Two-Face, Killer Moth, Firefly, Karma, and Hush.
    I would add DC rogues like Prometheus or Psycho-Pirate, but they're more Justice League rogues than just Bat-rogues, so...

    My three favourite superheroes are Batman, The Flash, and Spiderman. And it's undoubtedly because of how good each one of their Rogues Galleries are, that really helps them to shine. But Batman even moreso, because of how he interacts with his Robins, etc.
    I think the only superhero that really comes close to having enemies like these three is perhaps Superman?

    My favourite Batman villain might be the Court of Owls. The way it creates a new perspective of Gotham in relation to Batman, especially being introduced so long after the character's origin, is an incredibly difficult narrative to tackle. Despite this, the Court of Owls storyline was done to perfection, in my opinion.

    I really love Two Face especially in the Animated Series. His connection to both Bruce and Batman as a parallel. You also can’t help but feel a little bad for the guy with all of his metal health issues exploding to the surface in the worst ways possible.

    I feel like Mad Hatter would be absolutely horrifying, especially with the tone of Matt Reves’ universe pushing Mad Hatter into relatively terrifying and deplorable depths as a villain. Same with Professor Pyg though thankfully both got some love in the Arkham games.

      Finally I see someone mention the Mad Hatter. He must suck in the comics for him to be so underrated after the Arkham games’ interpretation of him. The psychological side of his character would be absolutely perfect for Reeves’ version of Batman, and I’d love to see Reeves create dark but beautiful imaginary worlds like Arkham Origins explored.
      I think the same of Scarecrow, who would also fit the psychological side of Reeves’ batman incredibly well. Pyg is also a good shout. I think Hush and Deathstroke also deserve their chance in a big movie, but I don’t think they’d be as interesting as the other three.

    Bane’s my favorite comic character in general. Like people have pointed out, he feels closer to a true equal to Batman. Also his rebirth speech while beating down Batman is one of my favorite comic moments. I hope we get another portrayal like in Arkham origins and his story logs in knight

      I wouldn't say it makes him boring, just repetitive, and it makes it very hard for new adaptations and their new actor to do anything new or different with them. Everyone just tried to copy Heath Ledger, who is the best adaptation of Joker, but now it is all that we see anymore.

    I've been playing the arkham games for the first time, and I was so interested in reading all of the villain characters bios in Asylum. Every time I read one, I was like, "This guy is the perfect foil to batman." They all sound like some of the coolest villains I've never or rarely heard of. It's made me so much more interested in learning about more batman stories. There were so many great villains that would still be considered one of the best villains to contrast with the hero if Joker didn't exist.

    Overshadowed that’s a word I would describe as Joker gets too much attention as the others don’t enough like for example I always felt that Batman and Penguin should be like Eliot Ness and Al Capone from the Untouchables,Scarecrow is more like a plot device and Killer Croc is like Bane a tank type guy

    Favorite non-Joker villain for me is Professor Pyg. I don't think he's as good as Bane, Two-Face, Mr. Freeze or Ra's al Ghul, but I LOOOVE his breed of insanity (arguably only a hindrance to him, unlike other psychos whose insanity gives them drive and cunning) and his debut where he spilled his guts all over the place to Damian-Robin is brilliantly comedic and horrific. Hard to say he's underrated with how quickly he blew up compared to the average comic book character, but definitely my favorite besides Joker.
    Someone I like who might really might be underrated (or at least, didn't get much time to shine) is Phantasm. Only one movie and a cameo in an episode to my knowledge, but I'd love Phantasm to be a Batman mainstay.

      I think that since the guy who directed "it" parts 1 and 2 is directing "the brave and the bold" that a villain like Pyg would be absolutely perfect. Not only someone newer to the Batman mythos but he also could be a chance to get a more horror type Batman movie and that would be a great idea in my opinion. Mad Hatter and Scarecrow could also work great for that but Pyg just has this next level terror to him that goes unmatched. I really liked seeing Pyg in the Gotham show and he was really cool.

I like your idea of a horror-driven Batman movie and think Pyg is a great opener for that because he's terrifying in a way everyone understands, but also low-tech enough that someone like Scarecrow will look even scarier in a sequel that raises the stakes. "You thought Pyg was scary, but he was just a loon with a drill. Scarecrow FORCES you to be scared no matter how tough you are," or something like that.
      They could boost each other by not forcing someone to have to out-spectacle Scarecrow in a sequel (which is impossible), but you also don't run the risk of people thinking Scarecrow is overused by jumping straight to him (I think he's a long way from fans turning on him, but people's DO still want to see new faces too).

    For a good Bane interpretation, he's one of the main villains in Arkham Origins and he's genuinely intimidating in there.

    Someone who I think is underrated, deserves to be on this list, and is my favorite Batman villain besides Joker is Hush because he thinks Bruce Wayne’s family is the bane of his existence and he’ll do whatever it takes to get people to hate him so he can get what he says he “deserves”. I think he should be brought to live action in The Batman II.

    Two-Face is definitely my favorite of Batman's Rogues Gallery. The personal connection to Bruce and the way his dual persona acts as a dark mirror to Bruce/Batman really seals him for me. Especially when Bruce comes with such an angle of compassion to Harvey.

    Scarecrow has almost always been my absolute FAVORITE Batman villain, even since I was a kid. It primarily stemmed from the LEGO games; I loved his voice and animations. Over time I've begun to actually appreciate his character a lot more, though.
    The only other one who'd ever taken that spot (for a short amount of time) was Mad Hatter. Honestly, dunno if Jervis and Jonathan ever _have_ teamed up, but I would be interested in a comic like that.
