They couldn't ciphon the gas out of the other delorean because it would cause the one that Marty used to get to 1885 to have no gas as they can't pull it to a gas station therefore making the Marty that said that never exist
They couldn't siphon the gas out of it because Doc knows how to prepare a car for long term storage. He would have drained all the fluids out of it before sticking in it in a mine for 70 years.
It's kinda stupid because during that time you could buy gasoline at a pharmacy (at least in Germany) or even got it from a kerosene refinery because back then gasoline was a byproduct if kerosene.

First half is quite a boring atempt - but from the moment of argumenting about how to make DeLorean running it's kind of nice parody. Poor Jar Jar though... so much hate towards him.

You can siphon gas without a pump put.a rubber hose in the tank then suck on it till fuel comes out then use gravity to pull fuel
