This is a question for a lawyer. In some states, an easement to landlocked property is a right while in other states it is not. Since you had a bridge, it may change things totally. I would be suspicious of anyone denying you an easement and then coming in with a low ball bid for your property.
Go to the clerk of courts in that county, they have all the records on property owners. find out who owns property around you, and ask the clerk what you're options are
If you need the property across the bridge, fill in the washout. If not needed, sell it. Or sell everything and buy elsewhere. I understand the gov't is changing the flood level zone and anything that was flooded will be uninhabitable land from this point?
During this troubling time it's sad that the owners won't let you temporarily use either ways to get access. It's seems like their trying to force you to magically fix your bridge. Prayers sent your way.

nobody is required to give easement unless it was written in property title. this easement would have to be done as a favor. your probable option is replace your bridge or sell this property
Where I come from its not legal to landlock land they have to provide some kind if easament to access their land. If so what good is the property. Contact an attorney
Have you talked to they guys with the bulldozers? They've been helping clear peoples' properties and build bridges, etc. Maybe the logging company would like to acquire your property like some of the other big companies that are trying to take peoples' lands.
I think the fault lies In your request, Easement = a right to cross or otherwise use someone else's land for a specified purpose. Giving anyone a Right to your property is in essence giving up your rights all together. A neighbor agreement for a specific period of time would probably be acceptable but a legal right I’d have to agree with your neighbors no.
Looking at your property on the Avery County GIS site, it appears that the house that’s just to the north of your property on the east side of the river is partially on your property. There’s a disclaimer on the sight about accuracy, but you may want to investigate. Could be some leverage in your attempt to gain access. I’ve dealt with this issue myself, it can give you the upper hand.

Ask a realtor or real estate attorney about easements...The campground shouldn't be blamed for anything except being in the path of Helene...
Get a good local lawyer to help you.

@@ekimp252 thanks for that observation, GIS is not very accurate as we have discovered. We had our land surveyed that house is not on our property.
