The Solution... Clearance of Roads open the Airports ... Clean out flooded areas ... Have Americas Core Army of engineers obtain a C- 30 Plane if you have to get the tourists and dual citizens out ... The Electricity is probably the last you want to turn on if possible because of downed lines ... Communications are a totally Separate package...
