I've seen a a few videos of clips actually from the show (not fan works that actually try to make him scary) and I see nothing scary about him. Sure the face is a little weird but because the show doesn't make it scary or acknowledge the scaryness of the face, I don't think about it. Plus the jokes are actually funny. The "No Notices" sign got me.
