You can get high American tech as a starting Maya. Every mesoamerican religion has the sunset invasion subtree which includes the high American tech mission.
What happened when you moved your capital you where not a settled tribe but a non settled tribe can have non tribel land as long as you had it before but has to be non connted to the capital so when you moved your capital all of your land becomes tribal land and if you reform out of a tribe you will have full cores on all your tribel land

Best goverment is for aztec is nahuatl theocracy. you can use militarist vs theocrats mechanic militarists in power to lower war score cost by 15% ,last reform Proclaim Religious Head gives you another 25 % , go for diplomatic and get Flexible Negotiations for 20% more, malta forts gives you 15% more. in total you can have -85 % province warscore cost. You dont have to core anything yourself , you just full annex them release them as vassal and make them sunset colonies, your sunset colonies can core , you just need exploration, expansion , influence and religious ideas to play smoothly. Maybe you need wait until 1600s but when you ready you can get very fast world conquest.
