Not all tank cars are transporting hazmat. If you had paid attention to the video you might notice that none of these cars were placarded. In fact none of them even had placard holders, much less placards. Please don't comment if you don't have a clue about the subject.
Go to Google map search and type, 12 Shawnee Avenue, Kansas City Kansas. Click on the street view. The bright green building in the background was painted tan and for sale, two years ago when the Google street image was taken.

I believe they are part of a mechanism for when the bridge was a draw bridge.
