I think Penguin should've made the list instead of Catwoman. At this point Catwoman is no longer a villain of Batman at all. Meanwhile, the Penguin is one Gotham City's biggest crime lords.

Makes sense to me. The Court of Owls is my personal second favorite Batman villain. Poison Ivy is better as a main villain than Penguin in my opinion.

As a side note I’m glad that people seem to like the penguin, I’ve always considered him to be one of the best Batman villains and it’s nice to see others seem to share that opinion

i noticed that the majority of Batmans rouges gallery are similar to batman himself, they are caught in their own obsessions that nothing else really matters to them, kinda like batmans obsession of eliminating crime. Its cool to see how a super heroe's enemies are pretty much an exstension of the hero, but with obvious differences in morality

Here's my Top 10 Batman villains.
1. The Joker. It's extremely obvious why that the Clown Prince of Crime is number one, no explanation needed.
2. Bane. The...Man...Who...Broke...The...Bat... physically and mentally.
That's explains enough.
3. Ra's al Ghul & Talia al Ghul. The reason why I ranked both of the al Ghuls as number 3 is because Ra's desire is to have Batman to succeed him and take over because Ra's sees Bruce as his next heir for the League of Assassins and Talia's desire is to have Batman to be by her side because the only reason why is that she's deeply in love with Bruce. So both of them will go such extreme lengths to accomplish their goals, which is to wipe out the entire corruption around the world and to be together as one unity.
4. The Scarecrow. Dr. Johnathan Crane was a former ex-professor of psychology, who turned into the life of crime as the Master of Fear, the Scarecrow. The Scarecrow is obsessed of the concept of fear and he uses a variety of deadly experimental toxins to exploit the phobias of his victims.
5. Two-Face. Harvey Dent was a former Distract Attorney in Gotham City, that everyone looked upon him as the "White Knight" of Gotham. Harvey Dent was someone that only wanted what's best for Gotham citizens and tried to bring justice by working alongside Batman and Jim Gordon. Until disaster stroke by a mob boss, named Sal Maroni, who threw a splash of acid to Harvey's one side of his face during a court case and now he is known as the criminal mastermind, Two-Face. Two-Face is a schizophreniac, who suffers from bipolar and dissociative disorder and is obsessed of duality, a flip of a coin if you will, to make a decision to see if his victims is guilty or not guilty by his sick mind.
6. The Riddler. Edward Nigma is a criminal mastermind that is obsessed with riddles, quiz's and questions. The Riddler always leaves a clue, a riddle, every time that he commits a crime for the authorities and of course, Batman to solve. But ironically, the Riddler is again obsessed of proving his intellect to Batman and will go extreme lengths of doing so because, Edward is a narcissist, who arrogantly thinks that he is smarter then Batman himself, which that is his own down fall.
7. Hush. Dr. Thomas "Tommy" Elliot was the talented and famous surgeon of Gotham City and who used to be a very close friend of Bruce since there childhood days. Now, Thomas Elliot is known as the mysterious but psychotic stalker known as Hush. An twisted individual who wants to seek out for his personal vendetta, revenge against Batman/Bruce Wayne.
8. Hugo Strange. Professor Hugo Strange is a genius but insane psychologist, who use his mastery of chemistry and he became of the one of the first villains to ever finding out Batman's true secret identity.
9. The Penguin. Oswald Chesterfiled Cobblepot is a wealthy, well connected mob boss in Gotham's criminal underworld, who is obsessed of the theme of birds. The Penguin owns a nightclub called the "Iceberg Lounge", which he uses as a base for his criminal activities, which sometimes Batman himself goes there to seek out information of Gotham's criminal underground. Even though, The Penguin is one of the most enduring Batman villains, he isn't exactly that insane when compared to the likes of the Joker or Two-Face.
10. Mr. Freeze. Dr. Victor Fries was a scientist in cryrogenics, who was looking for a cure for his sick, ill wife Nora. Until an very serious, severe accident that happened to him caused by his boss, the corrupt owner of Goth Corp, Ferris Boyle. Now Victor Fries is known as the cold, emotionless but sympathetic Mr. Freeze. Mr. Freeze has to wear a cryrogenic, mechanical suit, for his body to be below sub zero temperature to survive. But it will not stop him to gain his goal, which is to get revenge against Ferris Boyle and find a cure for Nora before its too late.

Harley Quinn and Penguin should be in the list. Catwoman is a cool character but she is no longer a villian , in fact she is even an ally of Batman , and the Court of Owls ?No way, they are so new. I would do my own Top ten Batman´s Rogues Gallery with blackjack and prostitutes!
I agree with you about Catwoman. I'd drop her off the list in favor of Harley Quinn. The Court of Owls deserves their spot based on the strength of their appearances in the New 52. Reading the 'The Court of Owls', 'The City of Owls' and 'Night of the Owls' led me to consider them in the same light as Two-Face and the Joker.
They are not bad , but the Penguin is such iconic villain of Batman, is just that he is underused in comics right now and his appearence is not updated but hes is a great !
That's true. The bulk of the comics that I've read are from the last 20 years, and Penguin doesn't have much of presence in them. I don't value Penguin because Black Mask seemed to fit the crime boss archetype better then him in what I've read (like Batman: Under the Red Hood, Batman: Long Shadows and Catwoman: Relentless).
Well Black Mask is a true kingpin , but he is someone who just can operate underground. Penguin is more the kind of villain who can have public appearances , be with the high class, have political influence,operate in broad daylight,and yeah been and crime boss with heavy conection with the underground world of crime. Plus he have silly but cool umbrella weapons. That's a iconic comic book thing thanks to him.
Gotcha. I've noticed that Penguin plays a passive or background role in a few comics, even when he's one of the central villains to the storyline. Its a problem that he shares with the Riddler and it lessens his impact. It seems modern comic book writers don't know what to do with him or don't want to fully embrace the Silver Age aspects of his character. Know any good storylines were the Penguin is front and center?

Why does everyone always have such love for the Joker for, I don't care that he was one of the first Batman villains to appear in the comics. Joker has been portrayed as an underling to the likes of Ra's Al Ghul and Hush, & has literally been manhandled by Bane!
