    "In 2002 major league baseball reached a new agreement with the major league players association which for the first time provided for testing of major league players for steroids. A positive rate for performance enhancing substances in 2003 testing was in the range of five to seven percent. This disturbing rate triggered a more rigorous disciplinary testing programme in 2004. That more effective programme resulted in a decline in the positive rate to one to two percent. In other words, the 2002 agreement that has been roundly criticised in some circles actually resulted in a significant reduction in steroid use."

    "Our job in (with regard to) violation of substance abuses...substance use...is not to destroy careers, our job is to stop it. And if we can stop it short of destroying careers and we can put people on the right track and we can get them back to playing with the appropriate disclosures that you heard the players talk about and all the rest of it that is manifestly better. That is the principle behind virtually every employee assistance program in the country. It worked with drugs of abuse with us. No question about that."

    STORYLINE:
    Retired baseball player Mark McGwire told a US Congressional panel investigating drugs in the sport that he wouldn't "participate in naming names" of major league players who used steroids.
    Five current and former baseball players - three of them among the 10 leading home run hitters in history - bemoaned steroids as a problem for their sport, but denied the drugs are widely used.
    Jose Canseco, whose best-selling book "Juiced" drew lawmakers' attention, said anew that he used performance-enhancing drugs as a player.
    Baltimore Orioles team mates Sammy Sosa and Rafael Palmeiro said they haven't used performance-enhancing drugs.
    McGwire was pressed to say whether he had taken performance-enhancing substances or whether he could provide details about use by other players.

      True, and in 2009, the New York Times reported that Sammy Sosa tested positive for PEDs in 2003, and now the Cubs don’t want anything to do with him anymore!!!!
