But it has to be with him as the butt of the joke.
Personally, I consider Shrek The Third to be non-canon. And I also think his character arc is better that way. His mother manipulated him and never cared about him, so when in "Far Far Away Idol" he becomes a good guy and dances with the rest of the characters, it sorta makes you feel happy. Like... He finally broke free from her wrath, now he's just a normal person, who never hated Shrek and just followed his manipulative mother's plan. Personally, I really love how happy Charming is to dance and sing on the stage in "Far Far Away Idol". He doesn't even want the throne, he never did. That's such a great redeeming arc for him.
No wonder no one respects him at the beginning when you put the fact that he was basically in trying to do the magical equivalent of roofing the princess then he becomes very despicable in people's eyes and want nothing to do with him except Rapunzel since she sees she could benefit from his upbringing.
I think that making Prince Charming an entitled, whiny, narcissistic brat in Shrek 2 was a good way to build on the fairy tale subversion of the first movie and that the evil Prince Charming felt more organic in Shrek 2 than it did in (for example) Frozen. Especially given that in the first movie Shrek asked Fiona “were you expecting Prince Charming” and she said “actually yes”. And that in Shrek 2 he works as a foil for Shrek in a manner similar to how Gaston is to the Beast inasmuch as Shrek looks like a monster but he’s not one whereas Charming looks like a fairy tale prince but is actually a monster. Of course Shrek 2 plays his villainy for laughs rather than drama given the kind of movie it is. As for Shrek 3, it makes sense to me that Charming would blame Shrek for his mother’s death and that he’s not the kind of person who would take his defeat lying down. And enlisting the allegiance of the other defeated fairy tale villains worked because it was surprisingly smart of him. The Wicked Stepmother in Happily Never After did something similar. As to his comedy, I would say that Charming is funny when he’s a second banana and/or when the joke’s at his expense. Though I admit he’s not funny outside of those situations. And I like how he manages to generate an emotional impact on Arthur (when he insinuates Arthur was a fool for thinking that Shrek ever cared about him and mocks him for trusting an ogre). And even Charming’s musical schtick as the basis for his attempt to kill Shrek makes sense when you consider both of the first two movies took shots at Disney. So all in all, I actually like Charming as a villain
Pretty much all I see with Prince Charming is that he was deliberately made to be the butt-end of a joke so that everyone can either undermine him or mock him. Even his own Fairy Godmother has to treat him like a bratty child with little to no Fear Factor, because he was written to be one on purpose. Was it really going to be a big surprise for me he would rank as low as a 2/10? It was as if the character himself was begging to be placed in that rank.
1:40, this might overlap with personality which I know you’ll discuss later in the video but I think that Charming’s power motive is more than anything else a manifestation of his narcissism and that building on Shrek 2 virtually everything he does is rooted in his ego.

Prince Charming isn't the worst at being an evil villain but that is hardly saying anything when the only characters he is better than them as being evil are harmless villains.
Fun fact: George Lucas actually Saud one time that he originally wanted Boba Fett to be the main villain of Episode VI, but this was before when he planned for there to be around 12 Star Wars movies

The entitlement and snobbishness is there, as is the ability to bolster henchmen, even the end game plan of rule everything. But where Faarquad surpasses is in his disdain for all mystic things, cunning to make his plans happen, and yeah a lot of great humor to Disney parks parody to the endlessly quotable Muffin Man interrogation. Charming never had a chance.
