only during the sasuke vs deidara part an during sasuke vs itachi parts was he acting like a goofy clown and in a filler episode where itachi joined akatsuki did he act silly but all other instances prior to that was a zetsu which obito nicknamed "swirly/spiral face" or in JP "guruguru" standing in as his body to spy on the movements of the akatsuki and itachi. while the real obito was busy locating all of the jinchuriki and monitoring the five nations cause his plan was to capture them all simultaneously and then threaten or broker a deal with the five kage/five daimyo to submit and accept the new world order or to die with the old ninja world.
