I still think naruto did really well. Knowing the enemy weakness and capitalizing on it are different things. But I agree. Pain definitely wasn't going all out.
Pain also wasn't at his best at the start of the fight. He wasted a lot of chakra attacking people around the village and nuking the entire village. Because of this, Nagato changed his strategy of utilizing the 6 paths together to overwhelm his enemy to just using the other paths to protect the deva path while it recovers its powers.
Bro would just relocate every summoning like he did w the biju bombs then use a hand full of clones to blitz every other pain with a rasengan or just seal whoever the rasengan didn’t destroy low diff 😂
I think people confuse Hiruzen title with Hashirams as them being of the same power or caliber.... Hizuren got called god of Shinobi because he knew every technique in the leaf and he could use all 5 elements of chakra..... Hashirama, on the other hand was due to the fact that no shinobi could beat him.... Even madara admitted to never ever winning hashirama not in sparring or even in the many wars..... To the point where even with the 9 tails and eternal mangekyo sharingan he was still inferior to hashirama.... Hiruzen power stems from his chakra control..... Minimum chakra output to devastating techniques outcomes....... Hashirama on the other hand had raw power.... So.... Both gods of shinobi... But the reasons behind the labelling are different.

Hokage kakashi is stronger than war arc kakashi. As hokage he doesn’t have to worry about the chakra drain that he had from having a sharingan. His purple lightning is more versatile than raikiri. He was also to deal with someone who blitzed the fourth raikage

Hokage Kakashi fought base Kashin Koji and forced him to flee, the same Koji that defeated 10% V2 Karma Jigen. Every other Hokage except for Naruto and Shikamaru are weaker than Unstable Juubito.
You have to realize... Pain didn't even have the power to win against HALF of KYUUBI. And Minato was able to take down full 9 tails + Obito at the same time.

I love Tobirama but his incident almost losing his life to the gold and silver brothers will always lower his scaling imo. Honestly it was poor writing on Kishimoto's part, with his skill set getting caught off guard is not a good enough excuse to almost lose your life (while having a Raikage with you! ) to those two. Well, the whole team was pretty desperate, and there was Hiruzen in it which was becoming hokage the next day. Danzô was also in it, altought weaker than Hiruzen he was probably quite strong too. Just imagening those three beeing completely helpless against Kinkaku & Ginkaku & their team is frankly ridiculous. Who is seing Tobirama & Young Hiruzen losing against Kinkaku & Ginkaku ? Come on. If I remember correctly, the databook tried to defend it poorly by saying that with the 5 tools, King & Gin basically had the level of the Gokage. Anyway, the point being : Kinkaku team is supposed to be over the top OP, so Tobirama dying to it isn't supposed to be an underperformance. However, if we're trying to scale Tobirama, we know that Hiruzen has apparently a greater potential than Tobirama. And considering the high estime in which Minato is taken, I think we're supposed to have Tobirama < Hiruzen < Minato. Well, good luck in trying to put Hiruzen at that level, but I think he is supposed to be there.
To give Hiruzen more props, the minute he decided to end the fight with Orochimaru and get serious, he started beating that man so hard despite being in a much weakened state then when he first started off.
Pain is underscaled because outside of pain no one displayed the rinnegan well outside of him. If obito, madara, sasuke displayed the rennigan to the extent that pain did people would scale pain SIGNIFICANTLY higher. But since the rennigan simply became a stat boost pain get underscaled. Imagine madara limbo clones using the rennigan casuallytaking peoples sould out. Or obito kamui while pulling u with rennigan. This shows how powerful pain was. Dude was so powerful kishimoto had to essentially retcon the rennigan to be a stat boost. This is confirmed with boruto how everyone has rennigan but no one can use a single path.
Also cause there's a lot of inconsistencies. The perception of power ppl get from watching/reading certain portions is so wild to me but I can understand it cause kishomoto would contradict himself

Susano is capable of destroying chibaku tensei and the paths of pain eyes are all linked. Tsukuyomi is all itachi will need to win against pain. Tsunade lowkey clears, the only relevant paths to her are the soul stealer one and deva. Other paths get one tapped as we’ve seen Sage Jiriaya kicks were capable to taking down paths, and full strength Tsunade can blow bodies apart and crack susanos. She is also capable of tanking any attack that’s not Chibuka Tensei or the soul rip.
I think people forget how powerful pain was, in naruto shippuden he’s probably the 4th strongest enemy. (1. Kaguya, 2. madara, 3. Jubito, then pain.) Stronger than obito (not jubito) but if it had been pain who had the 10 tails in him, he would have been much more dangerous. Because he had two rinnegan. If Naruto didn’t have sage mode and only kcm1 he probably would have lost to pain. I think people underestimate sage mode because Naruto got it before kcm 1, but there are specific moments where Naruto would have lost if it wasn’t for specifically sage mode. I’d say kcm 1 and sage mode are comparable but more or less useful than the other in different situations. The reason I think people forget how powerful pain was is because of when it happened in comparison to the war. But the biggest piece to remember is that jiraya went into the fight blind. If jiraya was in the same scenario as Naruto he more than likely would have killed pain with the frog genjutsu. The only reason he didn’t kill all of them when he fought them was because he didn’t know there was six of them. But if there was six all in the same place they would have all died to that genjutsu.
I totally agree. 1st, Nagato/Pain is outside his natural-strongest state (in the Tower in the Rain Village) where he closer to the Six corpses. 2nd, Pain casually INVADES Konoha (strongest Village in the Show). But i will forever be an advocate for tobirama having tandem paperbomb whilst alive. its special paper bombs used in conjunction with the edo tensei, i mean we literally see him throw it. not only will he have it, but a clone can just kamakazi in. the mo is to catch people off guard so it was best used with edo tensei. but also it makes sense for chakra conservation to use edo rather than clones which eat more chakra. i know tobirama still wins but a tandem would 1 tap all 6.

He did use tandem bombs whilst alive. Considering the fact that he said “this is the first time I’m using the jutsu on myself”. It implies he has used it before on others (and obviously lived). A direct quote from the fourth databook states “Upon ACTIVATION, due to the devastating (terribly violent) explosions, it is highly probable that the jutsu-caster will be caught in it. If a LIVE PERSON performs the technique, death is inevitable, for it is a blast technique that sacrifices one's life (body)”. So… why wouldn’t Tobirama just use a shadow clone to not get caught in the blast? Like he himself implied, he has clearly used the technique before.

He can use a wide variety of jutsu, including the almighty push (Shinra Tensei), soul-ripping techniques, and summons. He can also control life and death, making him an overwhelming opponent for almost anyone. Orochimaru's Strength in Part 1: While Orochimaru is incredibly powerful and cunning, especially with his regenerative abilities, snake techniques, and forbidden jutsu, he doesn't have the same level of destructive power or versatility that Pain possesses. Additionally, by Part 1, Orochimaru has not yet achieved his strongest form, and even characters like Itachi can overwhelm him. Given this, Pain would defeat Orochimaru in Part 1 due to the sheer scale and diversity of his abilities.
Not mentioning Tsunade is criminal. She is as powerful as jiraya (which would make for a much more balanced matchup than most of this one’s) and in my opinion her skillset is actually quite more appropriate against pain than Jiraya’s was. Lets not forget Tsunade made a whole village tank shinra tensei💀 with the right approach to the fight and right use of Katsuyu I think Tsunade is the sannin with the greatest chance of beating pain

Tobirama will quickly pick up on the fact that all of their lines of sight are linked... he would more than likely teleport them all away from each other using flying raiyjin then hit the summoning pain with infinite darkness and kill him... given that tobirama is a sensory ninja as well he would see what's going on with the chakra rods take them out reanimate him using him as a suicide bomber then use shadow clones to fight the other paths of pain fight over!

Hashirama- Easy win. Stomps Pain. Tobirama- wins but not as easily as Tobirama. Hiruzen- In his prime, maybe wins maybe loses. As an old man loses but puts up a good fight. Minato- uncertain. Tsunade- puts up a good fight, but since she isnt as powerful as Jeriah loses. Kakashi- loses. Naruto- at his peak easily wins. Post losing Kurama, still wins since he put up a good fight in sage mode at 16 and since he has even more experience with it as an adult should be able to beat him.

In my opinion, Minato > Fugaku > Old Hiruzen. He’s definitely a Kage level shinobi and might have been able to stalemate Itachi during the Uchiha clan massacre, had he wanted to fight his son.

Not trying to be that guy, but, Orochimaru was unbelievably more powerful than Jiraiya. Jiraiya was barred by a two-tailed cloak Naruto. Meanwhile, Orochimaru, while practically already dead, toyed with a 4-tailed cloak Naruto. Orochimaru also survived and reversed legendary sealing techniques, in addition to moving through mortal damage like it was nothing on multiple occasions. Then there's the ability to revive multiple kage-level ninja at once - which directly parellels the 6 paths of pain. Jiraiya's durability, insight, versatility and combat prowess was legendary, but Orochimaru defied the laws of nature itself. Also, Sasuke never surpassed Orochimaru. He just got plot no jutsu hacks. As a ninja, Oro was obviously more innovative and credible
Another point for Tobirama is the most fatal blow that jiraya received both where he got his arm cut off and got his throat crushed is suprise attack and i doubt that'll work on Tobirama since he's one of the best sensor ninja

Naruto was basically toast until he got saved not by plot armor but by the magical remnants of Minato's Chakra that were triggered after being dormant for sixteen years to give him a nice pep talk, which ultimately helped Naruto get his senses back and beat Pain because he is definitely stronger than Pain at that moment in time.
Hashirama: He wouldn't have that much of a hard time. Though. It wouldn't be easy for him. Tobirama: Same. Hiruzen: Less but same. Minato: Easier time winning than than the previous Hokage. Tsunade: Pain wins mid diff Danzo: Pain wins mid diff Kakashi: Pain wins Naruto: Naruto wins low diff
I think that it is also important to mention the fact that Jiraiya fought 3 paths first, and the reason why Jiraiya lost was mainly because a really sneaky attack from the other 3. I think this can change some things a bit.
I think some of your arguments are limited by the fact that Hiruzen was really only shown fighting when he was 20, 50, and 62ish. Hashirama died when he was still relatively young (probably in his low 40s), so we see his Edo Tensei at a pre-decline age. Tobirama is a couple years younger than Hashirama but died anywhere from 2 to 8 years after his brother. So we can assume that Tobirama was *also* in his 40s when he died. I'd wager that Hiruzen was probably on par with Tobirama in their respective peaks. Dude fought in all of the Great Ninja Wars he was alive for. But as you point out, he's basically hard-countered by Pain since Pain's only true weakness was to senjutsu.
Minato and Young Hiruzen be an easy 10 out of 10 times. Minato is a perfect sage with a ludicrous amount of chakra. Keep in mind how reaper death seal works you need relative or more chakra than the victim and after keeping kushina stable all day fighting obito, teleporting the bomb and everything else he did he still had enough to chakra to seal half of kurama in himself and his son. And the pain path that absords can't absorb dojutsu which sage mode can produce. Also shinra tensei has a time game thats easily exploitable by Minato's speed. Young hiruzen beat both the 1st and 2nd hokage nuff said
Lets be real, Jiraiya was taught by Hiruzen and almost beat Pain with an imperfect sage mode. Hashirama and Tobirama would make light work of Pain. Hashirama was just on a different level than everyone else and Tobirama was levels below him but still the 3rd strongest of his time. Minato would be too fast for Pain to hit and honestly his battle IQ is just too high. Hiruzen in his prime is one of the most underrated characters in the entire show. Could use all the elements with ease, mastered tons of Jutsu, and even as an elder was stronger than anyone else in the Leaf after Minato passed and was forced to return as Hokage because of it.
They love to underrated Tsunade, when by the end of the series it’s shown she’s stronger than Jiriaya and arguably stronger than Orochimaru not including Edo Tensei. Literally a walking immortal tank.
Pain is incredibly strong due to the complexity of the Rinnegan abilities. Tobirama and Minato are two of the smartest characters, so I expect both of them would figure out pretty quickly what's going on and then beat Pain, though it would be easier for Minato. Hiruzen would need more time to figure it out, and if you take old-man Hiruzen he might not have enough stamina to hold out. Hashirama is too dumb to understand it, but he's so powerful that he'd hold out until he gets it right by coincidence. Overall I would say Minato > Tobirama > Hashirama > Hiruzen in this matchup. For the next Hokage: Tsunade and Kakashi would have lost, Naruto at the time that he was Hokage would have beat Pain in the same way Hashirama would.
First and foremost the most significant difference is Pain was not a student of the other Kage, so he never saw in person any of their jutsu or how they worked, as well as this being under the circumstances for each of them being discovered as Jiraiya was in the rain village so the encounter was unexpected although on/in Pain's territory and lol damn just thinking about it further, with his speed and IQ an unexpected Tobirama with pitch black jutsu (he invented) surrounded by water and flying Raijin kinda puts Pain at a significant disadvantage not to mention his tandems and reanimation jutsu
It really irks me when data books or articles say Hashirama and Madara were equals. Madara lost every fight with Hashirama. Not saying Madara isn't a close second, but certainly not equal.

Pain also wasn't at his best at the start of the fight. He wasted a lot of chakra attacking people around the village and nuking the entire village. Because of this, Nagato changed his strategy of utilizing the 6 paths together to overwhelm his enemy to just using the other paths to protect the deva path while it recovers its powers.

If I remember correctly, the databook tried to defend it poorly by saying that with the 5 tools, King & Gin basically had the level of the Gokage. Anyway, the point being : Kinkaku team is supposed to be over the top OP, so Tobirama dying to it isn't supposed to be an underperformance.

Pain is underscaled because outside of pain no one displayed the rinnegan well outside of him. If obito, madara, sasuke displayed the rennigan to the extent that pain did people would scale pain SIGNIFICANTLY higher. But since the rennigan simply became a stat boost pain get underscaled.
Imagine madara limbo clones using the rennigan casuallytaking peoples sould out. Or obito kamui while pulling u with rennigan. This shows how powerful pain was. Dude was so powerful kishimoto had to essentially retcon the rennigan to be a stat boost. This is confirmed with boruto how everyone has rennigan but no one can use a single path.

I think people forget how powerful pain was, in naruto shippuden he’s probably the 4th strongest enemy. (1. Kaguya, 2. madara, 3. Jubito, then pain.) Stronger than obito (not jubito) but if it had been pain who had the 10 tails in him, he would have been much more dangerous. Because he had two rinnegan. If Naruto didn’t have sage mode and only kcm1 he probably would have lost to pain. I think people underestimate sage mode because Naruto got it before kcm 1, but there are specific moments where Naruto would have lost if it wasn’t for specifically sage mode. I’d say kcm 1 and sage mode are comparable but more or less useful than the other in different situations. The reason I think people forget how powerful pain was is because of when it happened in comparison to the war. But the biggest piece to remember is that jiraya went into the fight blind. If jiraya was in the same scenario as Naruto he more than likely would have killed pain with the frog genjutsu. The only reason he didn’t kill all of them when he fought them was because he didn’t know there was six of them. But if there was six all in the same place they would have all died to that genjutsu.

But i will forever be an advocate for tobirama having tandem paperbomb whilst alive. its special paper bombs used in conjunction with the edo tensei, i mean we literally see him throw it. not only will he have it, but a clone can just kamakazi in. the mo is to catch people off guard so it was best used with edo tensei. but also it makes sense for chakra conservation to use edo rather than clones which eat more chakra. i know tobirama still wins but a tandem would 1 tap all 6.

Pain's Strength: Pain controls six powerful bodies with unique abilities (the Six Paths of Pain). He can use a wide variety of jutsu, including the almighty push (Shinra Tensei), soul-ripping techniques, and summons. He can also control life and death, making him an overwhelming opponent for almost anyone.
Orochimaru's Strength in Part 1: While Orochimaru is incredibly powerful and cunning, especially with his regenerative abilities, snake techniques, and forbidden jutsu, he doesn't have the same level of destructive power or versatility that Pain possesses. Additionally, by Part 1, Orochimaru has not yet achieved his strongest form, and even characters like Itachi can overwhelm him. Given this, Pain would defeat Orochimaru in Part 1 due to the sheer scale and diversity of his abilities.
Not mentioning Tsunade is criminal. She is as powerful as jiraya (which would make for a much more balanced matchup than most of this one’s) and in my opinion her skillset is actually quite more appropriate against pain than Jiraya’s was. Lets not forget Tsunade made a whole village tank shinra tensei💀 with the right approach to the fight and right use of Katsuyu I think Tsunade is the sannin with the greatest chance of beating pain

I love Kakashi, but he didn't slam a 1v1 once in his lifetime, he's always in a fight as part of a team or someone else finishes the job for him because he didn't win 1v1.

Hashirama- Easy win. Stomps Pain.
Tobirama- wins but not as easily as Tobirama.
Hiruzen- In his prime, maybe wins maybe loses. As an old man loses but puts up a good fight.
Minato- uncertain.
Tsunade- puts up a good fight, but since she isnt as powerful as Jeriah loses.
Kakashi- loses.
Naruto- at his peak easily wins. Post losing Kurama, still wins since he put up a good fight in sage mode at 16 and since he has even more experience with it as an adult should be able to beat him.

In my opinion, Minato > Fugaku > Old Hiruzen. He’s definitely a Kage level shinobi and might have been able to stalemate Itachi during the Uchiha clan massacre, had he wanted to fight his son.
Minato and Fugaku are roughly equal in terms of strength and power its just that Minato has more versatility so Minato would beat him in a 1v1
I mean to be honest there isn’t much to substantiate him anywhere, the best you get is similar to pre MS Itachi and Shisui

Not trying to be that guy, but, Orochimaru was unbelievably more powerful than Jiraiya. Jiraiya was barred by a two-tailed cloak Naruto. Meanwhile, Orochimaru, while practically already dead, toyed with a 4-tailed cloak Naruto. Orochimaru also survived and reversed legendary sealing techniques, in addition to moving through mortal damage like it was nothing on multiple occasions. Then there's the ability to revive multiple kage-level ninja at once - which directly parellels the 6 paths of pain. Jiraiya's durability, insight, versatility and combat prowess was legendary, but Orochimaru defied the laws of nature itself. Also, Sasuke never surpassed Orochimaru. He just got plot no jutsu hacks. As a ninja, Oro was obviously more innovative and credible
Another point for Tobirama is the most fatal blow that jiraya received both where he got his arm cut off and got his throat crushed is suprise attack and i doubt that'll work on Tobirama since he's one of the best sensor ninja

I think Pain would be able to get past deep forest bloom at least the sleeping part the ninjustu absorber could just absorb it.

Naruto was basically toast until he got saved not by plot armor but by the magical remnants of Minato's Chakra that were triggered after being dormant for sixteen years to give him a nice pep talk, which ultimately helped Naruto get his senses back and beat Pain because he is definitely stronger than Pain at that moment in time.

I think that it is also important to mention the fact that Jiraiya fought 3 paths first, and the reason why Jiraiya lost was mainly because a really sneaky attack from the other 3. I think this can change some things a bit.

I think some of your arguments are limited by the fact that Hiruzen was really only shown fighting when he was 20, 50, and 62ish. Hashirama died when he was still relatively young (probably in his low 40s), so we see his Edo Tensei at a pre-decline age. Tobirama is a couple years younger than Hashirama but died anywhere from 2 to 8 years after his brother. So we can assume that Tobirama was *also* in his 40s when he died. I'd wager that Hiruzen was probably on par with Tobirama in their respective peaks. Dude fought in all of the Great Ninja Wars he was alive for.
But as you point out, he's basically hard-countered by Pain since Pain's only true weakness was to senjutsu.
You forgot that minato has a sage mode too. And since he has a way higher battle iq than naruto, he wouldn't have much of a problem defeating pain.
Minato really loved his students. Finding out obito is alive and the person that cause this war. Truly had minato in a daze.

Minato and Young Hiruzen be an easy 10 out of 10 times. Minato is a perfect sage with a ludicrous amount of chakra. Keep in mind how reaper death seal works you need relative or more chakra than the victim and after keeping kushina stable all day fighting obito, teleporting the bomb and everything else he did he still had enough to chakra to seal half of kurama in himself and his son. And the pain path that absords can't absorb dojutsu which sage mode can produce. Also shinra tensei has a time game thats easily exploitable by Minato's speed.

Lets be real, Jiraiya was taught by Hiruzen and almost beat Pain with an imperfect sage mode. Hashirama and Tobirama would make light work of Pain. Hashirama was just on a different level than everyone else and Tobirama was levels below him but still the 3rd strongest of his time. Minato would be too fast for Pain to hit and honestly his battle IQ is just too high. Hiruzen in his prime is one of the most underrated characters in the entire show. Could use all the elements with ease, mastered tons of Jutsu, and even as an elder was stronger than anyone else in the Leaf after Minato passed and was forced to return as Hokage because of it.

They love to underrated Tsunade, when by the end of the series it’s shown she’s stronger than Jiriaya and arguably stronger than Orochimaru not including Edo Tensei.

Pain is incredibly strong due to the complexity of the Rinnegan abilities.
Tobirama and Minato are two of the smartest characters, so I expect both of them would figure out pretty quickly what's going on and then beat Pain, though it would be easier for Minato.
Hiruzen would need more time to figure it out, and if you take old-man Hiruzen he might not have enough stamina to hold out. Hashirama is too dumb to understand it, but he's so powerful that he'd hold out until he gets it right by coincidence. Overall I would say Minato > Tobirama > Hashirama > Hiruzen in this matchup.
For the next Hokage: Tsunade and Kakashi would have lost, Naruto at the time that he was Hokage would have beat Pain in the same way Hashirama would.
First and foremost the most significant difference is Pain was not a student of the other Kage, so he never saw in person any of their jutsu or how they worked, as well as this being under the circumstances for each of them being discovered as Jiraiya was in the rain village so the encounter was unexpected although on/in Pain's territory and lol damn just thinking about it further, with his speed and IQ an unexpected Tobirama with pitch black jutsu (he invented) surrounded by water and flying Raijin kinda puts Pain at a significant disadvantage not to mention his tandems and reanimation jutsu
It really irks me when data books or articles say Hashirama and Madara were equals. Madara lost every fight with Hashirama. Not saying Madara isn't a close second, but certainly not equal.
They were nearly equals that difference was so close it would be best described as paper thin according to databook four
