Windows 8.1 here. I've had the same error pop up in Zero Hour, although not very often. Now I'm playing the awesome Shockwave mod and get this very same error quite often; but, it ONLY occurs after winning or loosing a General's Challenge match, as for skirmish I didn't notice it.
To those of you trying to look for a solution on Windows 8.1 Read this, because it worked for me(I'm using Windows 8.1 with a Screen Resolution of 1366 x 768) I checked the Options.ini configuration that they suggested and the Resolution Part was left empty so I'm thinking this is the case so I hope it helps others too. Like this comment if it works for you too so that others may benefit from it. I will also put this comment in the torrent site I downloaded from: "Command and Conquer Generals actually runs pretty well on widescreen monitors, but you will need to edit an ini file in order to set the correct screen mode. Open your DOCUMENTS folder (on Windows 7 and 8, this should be under C:\Users\(your username)\Documents). In this folder, there should then be a folder called “Command and Conquer Generals Data”. Open this folder and locate a file called Options.ini. Right click on Options.ini and choose “edit”. The file should open in Notepad (or the default editor on your PC). Locate the line that reads “Resolution =”. Change the numbers at the end of this line so that they match your screen resolution, for instance for a 1080p monitor use “Resolution = 1920 1080”. No joy. I've used the replacement text for the options.ini file (given here and a slightly different version from another RUclips video), I've changed the compatibility settings, and I've run the game as an administrator. I am using 64-bit Windows 7. I am not using Origin, whatever that it. I have the latest patch, but couldn't tell you what it is. Thank you.
Man... I have the General Deluxe with Windows 8.1 64bits and I cant get it work. I did it all, Updated with all patches running on the disk, running as Admi, compatibility mode XP, Vista, 7... and nothing... CC is very sensitive to the 8.1. On my windows 7 machine works okay. For me in win7 the folder in my documents was created automatically from the system after a crash,i was also looking for it!!note that there is also another data/INI folder in your programfilesx86 where you should put the file as well
Try to run the application with Administrator rights. Or edit the Options.ini file (see video..) and first change your resolution, save the file, start the game and try to change the settings again

Can you do a video about Windows 10? It's not the same problem, but when I try to run it, an error message pops up and it says "Access Denied - Please login with administrator privileges and try again.". Can you find a fix, please? My game is the original CD version. I tried to run it as administrator and nothing comes up, and Windows troubleshooter pops up after some seconds and asks me if the program ran correctly. Any help?

Did you also try to run the game with administrator rights + windows 7 compatability ? (properites .. etc) If you use Steam or Skype, add a reply with your name and I will add you and try to solve the problem.

RandomCompStuffz I have an issue with your download (8.1) The "Skip This Ad" button is not working. Is it beacuse of my Adblocker?
I also use adblocker and this just removes the ads but I can still press skip ad. You can try it with Internet Explorer.

ahh yes i discovered that, but there is another problem, once i open it, it opens the black screen then close it off again, the game fail to launch
