It's the PSU. It's about to fail and is not supplying a stable power. Motherboard is implementing its security on purpose.. which is.. not to boot to avoid further damage. SYMPTOMS: - unusual fan behaviour (not booting) - unusual lights - electric shocks everywhere from monitor to CPU case - unusual spark when you try to plug it - lights dim when you try to turn on your PSU - boots sometimes, then mobo's anti-surge gets triggered indicating PSU
This might be due to static electricity detected by your motherboard, try removing your motherboard and remove any motherboard standoff on your pc case that cannot be placed with screws because the motherboard itself doesn't have a screw hole. Use the standoffs that your motherboard needs only, if not your pc will randomly shutdown or it will turn on with ram lights only. This may burn your PSU capacitors even with power surge protection since it promptly stop the power surge in your pc to prevent damage to your pc components from static electricity.

Try resetting your bios or maybe replace the cmos battery. If both dont work then you cpu or mobo is dead or damaged. I am currently getting the same problems as well and for sure it has nothing to do with the psu, but there are many things on you pc that can make this happen. So at this point just try everything. For most boot loop cases just replace the mobo, but replacing your cmos battery or flashing your bios can work too.

Last year, my PSU had blown but, luckily, it didn't take any part with it(I thought). I replaced my PSU and it works, but my motherboard only shows one drive at a time(I have 3 HDDs, 1 ODD), so i had to disable the other drives except the boot drive and the ODD. It worked for a while, maybe a month or so, and today, my motherboard doesn't work anymore.

It has been doing this consistently for a few days now. I grabbed the PSU out of my room mate's pc and to my surprise, it now seems o be stable and has been running for more than 24 hours as of now. If you're having boot problems, it could be a few things: RAM, Motherboard, Power Supply, CPU, in that order. First, you want to do the east test of removing 1 RAM stick, try to boot. If it won't boot, shut it down and try it in a different RAM slot. If it's still no different, swap it out for your other RAM stick and try it again. The odds of having more than 1 RAM stick be faulty are extremely low, so if this hasn't solved the problem, you can usually assume the RAM is fine. If you have access to other parts, you could easily swap out a few of your parts for the spares. Worst case scenario, if you can't figure it out on your own, you can always take it to your local computer shop to have it diagnosed. If you're in Canada, a store like NCIX can diagnose it for you in a few hours for about $50.
Additionally, you can clear the CMOS as well, as it may be a BIOS issue and that will reset it. To do this, power off your PC and turn off or unplug the power supply. On your motherboard usually on the bottom (sometimes the right side on older motherboards) you will find a 3-pin connector with a plastic jumper connecting 2 of the pins together. It's usually connecting pins 2 and 3. You want to remove this jumper by pulling it off and you want to connect it to pins 1 and 2. After about 5 seconds you can remove the jumper and return it to its original position and try to boot.

I have the same issue i tried replacing the psu unfortunately it worked for some time and that psu again got samaged i think the problem is the motherboard of cpu 😢 its really annoying all my work is on hold cause of it i took out the gpu from it so it doesn't blow up also and nownim thinking of changing the motherboard and cpu with ram

oh geez thats no good, i just bought parts put em together and a similar issue, still no clue whats wrong even after 3 weeks. (petty compared to 1 and a half years)
Have you tried testing a compatible CPU if the motherboard came out before the CPU did it would need a BIOS update to get it working, you need to borrow a spare CPU and see if that helps. No post, No Boot, likely your CPU is newer than the motherboard.

test your power on/off & Reset switches, you can use reset switch for power, on the header (so reset will by power on/off) and the other way around, test one at a time. if problem goes away it is one of the switches and not the PSU or MB.

I realized some motherboards apparently come with a Clear CMOS button or LABEL, which makes it easy to RESET.
Maybe it isn't PSU issue.

the way it is acting sounds like a motherboard and cpu failure because if it was the psu it would not even power on for my case.
if your psu is bad doesnt mean that your pc wont turn on and off.
