This sounds like Phoenix Games were drinking and the narrator was hammered. He just so happened to mention that Peter Pan is his favorite movie and someone said "You don't know anything about Peter Pan." Which he replied with "I'll tell the whole story right now!" And they got equipment to record his story. The characters speaking with no voice over was the animators stalling for time as the narrator tried to drunkenly think of the next part of the story. The animators were also hammered.
