      Cadre deployment by whatever name is a fact of life in all governments world wide where the executive have power to make appointments. Some parties & leaders have kitchen cabinets which run these things & so it’s shrouded in secrecy. If Action SA ever get into the hot seat they will find it useful to get rid of the ANC appointees and put their own who will drive their own manifesto. If not, they will be blocked and frustrated each step of the way. The best they can do with cadre deployment is make it more transparent but getting rid of it completely is impossible as long as the governing party can make appointments. In a coalition government it will be much worse because it will be about horse trading. When the party in government changes frequently then a fully professional civil service and SOE leadership team will be easier to grow organically and deployment will shrink to a few key positions.

    • @maryduplessis2510
      @maryduplessis2510 Год назад

      @@khaltsharivist365 What you fail to understand is that political appointments - yes of course a party will put their candidate first, however, we are talking about the Administrative structure of this country. Those appointments where i,e, municipal managers are hired and clerical jobs, State Owned Enterprises appointments. This is where we do not and should not have political appointments. It is administrative and there to serve the people of this country and those people must have the relevant competence and education as well as skills to run those departments. Our Judiciary must also be completely independent of the State as well - political appointees are not to be considered there at all. The political parties must have no say whatsoever in the hiring of staff from the top down and this includes all infrastructures appointments that require qualified people to run with no political agenda. There is a distinct difference between party and State. The party is not the State. Add to that - we are a Constitutional Government - a fact that the ANC conveniently forgets.

    Tenderprenuers and BEE have not delivered on broad based and sustainable empowerment and poverty alleviation. Other parties like EFF are clear that they will get rid of those ANC flagship policies too but they propose different empowerment options.
    Any party that does not seek to prioritise the interests of the poor and most vulnerable when they make up the largest voting block is off message. Why would people in townships, rural areas & farm workers vote for an agenda that systematically overlooks their interests?
    It’s an inconvenience to DA and it’s cousin party FF+ but given the history of the country and current conditions, anyone who tells you that they can successfully govern the country without any type of affirmative action plan or policy is a charlatan.

      @@fullmetaltheorist Its not for me to speak on their behalf. As a social commentary though I think there is a general consensus growing from within and without the ANC that it talks a big game but has failed to live up to its expectations and their electoral fortunes or misfortunes reflect the despondency of their support base. Very little of ANC’s stinging criticism and failures is about its policies but about competent follow through (competency) and leakages in the system (corruption).
      It would be a grave miscalculation from DA & it’s surrogates to think that ANC’s short comings results in an electoral dividend for them without doing the ground work and courting that vote…remember for many people ANC with its big tent pre-1994 and post 1994 (up to Mbeki years) was their home. You don’t just leave your family and just go and do vat en sit nje with someone whose intentions are not clear or suspect. To understand the voting behaviour of a group of people you have to understand their emotions. Emotions help to shape their perceptions (real or imagined it’s still a perception) which in turn affects vote choice.
      EFF is an opposition party, they run no municipality, no provincial government and certainly no national government. If you don’t control the purse or make the laws you are limited in what you do. So their role as opposition is to hold the feet of those in charge to the fire and propose an alternative program of action or policies. Clearly the voters don’t yet trust them to give them keys.

      However , it makes a lot of sense to vote for a party with a proven track record. We've seen what happens when the vote gets splintered into tiny parties and one party sells out to the highest bidder. The DA needs an outright majority or close to it to govern effectively.

      @@rockrabbit253 I voted for Action SA during the last local municipal elections, this is why I am so gutted by what Herman has just said about BBBEE. Other than Action SA the choice is as follows;
      1. A blatantly corrupt inept ANC.
      2. A racist DA with a proven track record of only running previously white suburbs.
      3. A dangerous open border EFF that will surely plunge the country into so much chaos Zimbabwe will look like a picnic.

      28 years ago before these crazy policies, more people worked, food and petrol was cheap, hospitals were good, eskom had lights on, many factories were open.
      Today unemployment is so high because of BEE AND THE unions.
      Crime is high because of BEE, HOSPITALS , police, and government can't manage finances because of BEE. THIS LIST IS SO LONG.
