Can we use the mission Chopper's tail to set the timer to 12:00 flat just so it was a higher chance of spawning ?

That is how I've gotten every modded car to spawn. I have both variations of the Ruiner parked by LS Customs from doing this

I was hunting sea wash green tornado and the yellow rat rod was just driving around.
I was driving around in a regular truck like this and I got a yellow one at 7am.
