Ino is a beast by the end of Shippuden; she was the top ranked kunoichi of her class and uses psionic attacks as well as medical jutsu. Her mental skills get OP enough that she is aware of everyone in the village's presence by their Chakra signal by the time Kishimoto got to Boruto. 🤷

I can't quite articulate an argument about what this conveys I'd need to let my thoughts marinate for a bit, but I find it interesting how Sakura's dress has sleeves whenever she plays a more "emotional" role in the plot, while she has no sleeves when she has more of an "action" role (fighting the sound ninja, fighting Ino in the preliminaries, choosing to train with Tsunade), then she keeps the no sleeve look for part 2, where she's overall more inclined to fight.

In other words the sleeves are there to be cute, to look nice. While the sleeveless dress looks more like a bodysuit, and therefore just _feels_ more practical when you look at it, like she's wearing it simply because it's her uniform.
