Lee was a little child then, too young to produce semen which is how the mom knew someone had been there, they won’t do anything to him, but how much older was the cousin? If he was 13 and the boy was 8, I don’t think he would have been arrested unless the boy or the mom pressed charges. After all, the 13 year old would have been the victim with an 18 year old, and the 8 year old would have been the perp with a 3 year old. They should definitely go after the lab guy who made the false id, McCoy did that with a fingerprint lab person.
Children under 12 aren’t prosecuted for crimes aside from homicide in NY. Should he have realized when he was older his childhood mistake? Yes. But then he was a traumatized kid and it’s unfortunately common for children to blame someone else for their assault if the criminal is a trusted and loved person. That’s why there are failsafes to make sure they charge the right person but unfortunately the failsafes to prevent mistakes like his failed (ie the dna evidence). And he’s portrayed in the show as trying to forget his trauma (like many victims).

But, if I had to make a wild guess, and forgive me for being blunt, I would say Lee would be disowned by his family, kicked out by his girlfriend once she learns the truth, over what he did. Its sad and terrible what his cousin did to him, but Lee had all this time to tell the truth, but he kept quiet over it this long due to jealousy of Baxter. He could have done the right thing, but he didnt, and his own mother said "She raised a son with no heart". If it were up to me, I'd cast him out of the family for that. Anyway, just giving my thoughts on a possible aftermath of the episode.

He lost his job, his girlfriend, the first decade of his own son's life, and his freedom because of lies. It wasn't until Benson did some actual digging into the case that the truth came forward. The marshall was horrified because he gave the order that nearly killed an innocent man. Seeing Jeremy be arrested for obstruction won't undo what happened, but both Jeremy and Lee have to live with the consequences now. Jeremy for being the true criminal and Lee for lying. Lee's mother and brother will want nothing from him after this.

Stephen Lang is born to play intense grizzled characters like Avatar, Don't Breathe, Don't Breathe 2, and The Monkey's Paw he gets killed in an accident and the Monkey's Paw brings him back as evil undead killer Stephen probably can't do a Family movie or a lighter character if his life depends on it but I could be wrong.
I'm sorry for what happened to the kid, but he deserves to go to prison for not only condemning an innocent man to a decade in prison but blaming him simply because he didn't like the guy being with his mother. My sympathy for him went out the window.
