Hey, while playing your 7800x3d is sitting on about 38% usage and your 4090 on 85%. I have all the same components just differents brands and my CPU usage is sitting at 3%~ and the GPU is sitting at 45% usage while ingame. Have you experienced this also? Do you know why my CPU is practically not being used at all and why my GPU has far lower usage than it should?

you should not care that much about it if your ingame performance is good.
but, low gpu usage is normal on cs2 and more normal when we use low resolutions with a gpu like the 4090. (so no problem here)
about the cpu, try to check all the cores usage and probably you will see all other cores with higher usage... after all that you still want higher cpu usage you can try to change windows power plan to high performance.
